More than 150 people from across a wide range of early years services and organisations attended Best Start in Life Workforce Focus Groups in September.
The very clear message to come out of the Focus Group sessions was the appetite for further opportunities to meet as a broader workforce, to continue the conversation, as well as further developing working relationships across the whole network. In response to this we are holding a further run of focus groups and the dates for these are below.

We have published a brief guide for schools and academy trusts with information about things to consider in the pre-election period before the General Election on 12 December 2019.
Cambridgeshire and Peterborough local authorities are supporting Cambridge Ahead, in collaboration with RAND Europe, in conducting a study on career guidance provision in schools in Cambridgeshire and Peterborough. This research study aims to build a comprehensive picture of the provision of career guidance services in the region and how these services meet the needs of children and young people. It is intended that the research findings would be used to shape policy discussions at the local, regional and national level. As part of this study, RAND Europe is currently conducting an online survey of all secondary schools and colleges in the Cambridgeshire and Peterborough area. You should have received an email inviting you to participate.
Participation in the survey is voluntary, but the study team are aiming to collect data from all schools in Cambridgeshire and Peterborough. All participating schools will be entered into a random draw to win a 3D printer. The survey should take no longer than 10 minutes to complete. Recently we sent out some new demographic forecasts. As Jon Lewis said in a previous newsletter we hope these are useful for budget and planning purposes.
These are the same forecasts that we submitted to the Department of Education (DfE) as part of the Council’s School Capacity Return in July. This return determines the annual amount of capital funding received by the Council.
These are school ROLL forecasts, so they predict the number of children who are likely to seek a place at your school. These predictions are based on the trends and patterns that we have seen at your school over the past three years as well as the numbers of preschool children currently living in catchment. They are “best estimates” within a wide range of future possibilities.
Please remember we do not plan for school places on an individual school basis and with just these forecasts. We look across groups of local schools and review birth data, catchment forecasts and proposed housing when we plan. Where a change in the number of school places might be required we also discuss the issue and possible approaches with the schools involved, local Councillors and other stakeholders before making any decisions. If we have identified a need for a change of capacity at your school in the next three years, we would have already been in discussion with you about it.

Message from the DfE
The DfE is looking to trial a new scheme that will help schools spot local teaching talent. The scheme encourages teachers to invite a friend, whom they think would make a great teacher, to join them for a day in school. This idea has tested well with graduates and career finders who were not currently considering teaching as a career. The testing found they would be more likely to consider teaching if they were invited into a school by a trusted friend to experience life in a school. This is reminder to all maintained schools; if you are interested in upskilling your staff or employing an apprentice please make an initial enquiry with our apprentices procurement manager, Paula Schofield. Paula will ask you to fill in an enquiry form for you as an employer and one for the potential apprentice. She will also guide you through the process of identifying, recruiting and monitoring your apprentice. You must follow the process to avoid delays and to provide the best possible clarity for all parties involved.
Remember, maintained schools for the purposes of the apprenticeship levy are considered employees of Cambridgeshire County Council. This is why maintained schools pay into the levy through the county council. This means that maintained schools wanting to employ an apprentice must follow the same procurement process as the county council.

Following on from the success of the Summer Reading Challenge, The Reading Agency is running a ‘Pugs of the Frozen North’ themed Winter Mini Reading Challenge, to encourage children to snuggle up with a book and take part in fun reading related activities.
Based on the books by Philip Reeve and Sarah McIntyre, the Challenge features fun characters, including Snow Trolls and spaghetti-eating Yetis!
The Challenge starts on Monday 2 December and finishes on Monday 13 January. Children read 3 books of their choice to unlock online rewards. There will be fun activities, quizzes and reading recommendations on the website too.
Cambridgeshire Libraries will be promoting the challenge. Children can take part online, or pop down to their local library to pick up their free reading record, activity sheets and certificate – and to borrow their books of course! Schools are also able to download resources to encourage their children to take part.

Finding and booking a course is a challenge with so much on offer in Cambridgeshire. A new course booking system has now been created on Teachincambs to help you find courses quickly. The system has been launched collaboratively between the local authority and teaching schools. CPD programmes from our county teaching schools are live now. Please note that as from Monday 2 December 2019 Safeguarding and Quality Assurance will no longer print off copies of the Social Workers Single Assessment or partner agencies conference reports to take to Initial Child Protection Conferences and Review Child Protection Conferences. It will be the responsibility of each agency to print off enough copies of their reports and take these to be distributed at the pre-meetings prior to the conference. Please can partner agencies ensure a copy of their report is sent to Safeguarding and Quality Assurance via the normal email address in advance of the conference to enable the Child Protection Conference to read this report in preparation of the conference.

In order to comply with regulation 4 (Duty to manage) of The Control of Asbestos regulations 2012, Asbestos Monitoring Reports should now be returned for all Cambridgeshire Schools.
Action that is now required:
- Firstly, identify who is going to make these checks.
- Secondly, visually inspect the condition of all accessible asbestos containing material against your asbestos register to verify if any articles have deteriorated.
- Report the findings to: property.compliance@cambridgeshire.gov.uk
If you have any questions or cause for concern relating to the condition of Asbestos containing materials please make contact with the Compliance Team using the email address supplied above.
Condition monitoring reports should be submitted by all schools on a bi-annual basis, in September and January of each year.
Cambridgeshire County Council secured £4.15million from the Department for Education (DfE) for the implementation of Family Safeguarding which will be introduced in February 2020.
Most children who are facing the greatest risks to their wellbeing are those who live in families where at least one of the adults is struggling with mental or emotional health issues, substance or alcohol difficulties, or where there is domestic abuse.
Under the Family Safeguarding approach, children’s social work teams are expanded to include adult practitioners who are experts at supporting parents to address these challenges. We will soon be recruiting for these roles.

This does not affect your latest (2019) IDSR.
Any users wishing to keep a copy of their historic IDSRs are advised to download and save their IDSRs before they are removed later in November.
This will coincide with the provisional 2019 secondary IDSR release.
