You will be aware that in August there was a positive announcement by the Prime Minister in relation to schools funding.  We have summarised the position in a powerpoint which can be accessed here.  As you will see from the information, the headlines and detail are different but we believe that it is good news for schools in the authority.  We are expecting further announcements in October which will allow us to fully assess the impact of these changes at school level. 

It is also positive that you will have a three year settlement to help you plan.  I would encourage schools to wait until this time before making key decisions such as staffing changes.  We will also be sending out new demographic forecasts in October (CCC) and January (PCC) to support the budget setting process.  I will share more details on our consultation around the budget in the coming weeks and I would strongly encourage you to engage.  Any question, please let me know.

Cambridgeshire Maintained Schools Property Maintenance Guide

The Cambridgeshire Schools Property Maintenance Guide for maintained schools is now available for schools to use via Learn Together. 

The guide replaces the Good Stewardship Guide and its purpose is to assist Headteachers and Governors to maintain their school premises – both buildings and land. 

Good stewardship and maintenance of school premises are joint responsibilities shared by the school and the County Council.  It is important that schools manage and maintain their buildings to a standard that complies with legal requirements, best practice as well as to the Council’s own standards. This guide will help to make you aware of these requirements and how you can ensure that your buildings are appropriately managed. It is not a manual but should be read in conjunction with the documents named and with appropriate professional advice where applicable.

Up to date Department for Education guidance

Do you need to access the most up to date Department for Education guidance on a range of key topics? The Government has started to centralise key updates related to school governance online. Some particular highlights of documents updated in September include;

Physical Education - sustainable staff development

If this was the last year of the PE Premium Funding, do you have the skills in school to be self-sufficient across PE in the future? If the answer is no, the Physical Education Advisory Service can support you to bridge those gaps through sustainable options based on staff development.

The Level 6 certificate in Primary PE subject leadership is the only nationally accredited course of its type, giving teachers and support staff a strong grounding across all areas of PE in planning, assessment and progression.

National Audit Office Publishes Report on Support for Pupils with SEND

In a series of government announcements that have put the spotlight on services for children with SEND, the National Audit Office (NAO) released a report which assesses the support disabled children and those with SEN receive in England.

The report recognises how the quality of this support affects well-being, educational attainment, likelihood of subsequent employment, and long-term life prospects.

NAO listened to concerns from parents and carers and other stakeholders to determine the quality and impact of the following areas:

1.The system for supporting pupils with SEND and the outcomes it is achieving

2.Funding, spending and financial sustainability

3.The quality of support and experiences of pupils and parents

 Dame Christine Lenehan:

The National Audit Office has provided stark evidence of the growing numbers of children with complex needs and Education, Health and Care Plans (EHCPs). It is also clear that funding has not risen to meet these children’s needs, placing intolerable strain on school and local authority budgets.

Major New Government Review into SEND Launched

The government announced at the start of September that a major new review will be launched into the support children and young people with special educational needs and disabilities (SEND) receive. Too often disabled children and those with SEN face significant local variations in accessing the vital support they rely on.

The Government has stated that the review will be followed up by action to improve childrens’ outcomes and increase capacity in the system.    

Dame Christine Lenehan responds:

It’s five years since the 2014 Children and Families Act introduced major reforms to our SEND system, and now feels like the right time to review how these reforms are working for children and young people with SEND.

What is the CyberFirst Girls’ Competition?

Set up by the National Cyber Security Centre, the CyberFirst Girls’ Competition is an annual UK-wide competition to introduce young female-identifying students to the world of cyber security – and the skills that could start an incredible career.  Through rounds of puzzles and challenges, the Year 8* girls form teams of up to four, to take on challenges that train them in the skills they need to defend our digital world.The best part is, they don’t need to know anything about IT yet: they’ll learn it all along the way.

Cambs Drive iQ

Evidence shows that young drivers and their passengers are more at risk of being involved in a collision in their first two years of driving.

Sponsored by the Cambridgeshire & Peterborough Road Safety Partnership, Cambs Drive iQ is a free online resource available to all Year 12 students.  An initial workshop introduces the programme with a series of 8 online modules to complete throughout the year including Hazard Perception, Mobile Phones and many others.

Anomaly Screen news service

As you may be aware from national media, there has been some controversy around the Anomaly Screen news service that around 3000 schools in England subscribe to.  Some nonimpartial political coverage was broadcast that was considered inappropriate for a school audience especially in primary schools.  A number of parents nationally are concerned around the content.  I am writing to flag this issue (further information can be found here) and to suggest that you may wish to consider whether you continue with this service.  If you wish to discuss further, please contact me.
