Dear Reader,

Welcome Back....

Happy new academic year.  I hope you all had a pleasant summer and term has started well. 

I am delighted to welcome Toni Bailey as the new assistant director for SEND and Inclusion.  He brings with him a wealth of experience and will provide much needed capacity to meet the challenges we face in Cambridgeshire around the high needs block and the vulnerable pupil agenda.  A fuller profile of Toni is included in this newsletter.  I will introduce other new members of the team in the coming weeks. 

I am sure you would have been pleased to hear the government’s announcement on schools funding.  This is positive news for Cambridgeshire and we will be communicating updates on this as soon as they are available. At this point, we don’t have the full view of how this new resource will be distributed so please approach the announcement with some caution at this stage.  There are also a number of commitments made by the government around pay and growth and these will add unknown cost pressures at this time.  Schools Forum will have a key role over the Autumn in shaping the budget proposals.  We will be consulting in November on these budget proposals and it is our intention to publish draft figures at school level.  Consultation event dates will be circulated shortly.

A message from the new Assistant Director for SEND and Inclusion

I am pleased to be able to introduce myself as Assistant Director for SEND & Inclusion. I am enthused and energised by the potential within the two authorities, having worked for short periods of time across both on projects and as an interim leader of a SEND school.

As a primary trained teacher with over 20 years experience in SEND covering KS 1-5  and with 10 years experience of Headship, I hope to be able to bring a wide range of skills and knowledge from a practical foundation built during years ‘on the floor’. Additionally, I have been able to influence national policy through operating as chair of a national network of SEMH leaders and have extended this experience by working internationally with senior SEND representatives and ministers in Germany and New Zealand.

I am looking forward to bringing my expertise, energy and child centred approach to my new role, but equally I am keen to learn and develop alongside new colleagues and partners and will be looking to innovate and develop sector leading foundations that will lead to the best outcomes for all our children, young people and families.

I am truly excited by the potential of working together and look forward to meeting as many colleagues as possible over the first stage of my tenure.

Recyclables Summer Challenge - competition ends 20 September

A reminder about an exciting competition open to Cambridgeshire children who are now in Years 4, 5 and 6 ends 20 September.

Get pupils to use their imagination and develop writing skills to create a story about recycling.  The winning story will be made into a video by professional animators with the help of its author and their whole class. There is also a prize for a FREE class visit to the Waste Management Park in Waterbeach.

12th September is the date online applications open for both Primary and Secondary.  We hope that the earlier opening date for Primary applications will reduce the number of late applications we receive.  We would be grateful if you could encourage parents to make their applications using the link below:

School Admissions: Determined Arrangements

It is that time of year again, when we all need to consider whether any changes are needed to admission arrangements for our school(s) for admission in 2020 – 2021 and whether as a result of those changes there is a requirement for the consultation process to be followed in accordance with 1.42 of the School Admissions Code (2014) (Code).

Annual Consultation Timetable

As in previous years, the School Admissions Team will publish and consult on:-

  • the proposed co-ordinated primary and secondary admissions scheme and timetables for 2020/21;
  • the proposed admission arrangements for all community and voluntary controlled schools in Cambridgeshire, for whom the Local Authority is the admission authority, including admission to Nursery Classes and Nursery Schools; and
  • the proposed in-year co-ordinated admission scheme and the Fair Access Protocol for admission in the 2020/21 academic year.

The consultation documents will be published later this year, to allow for councillor consideration in advance of the consultation process, and will run from Monday 18th November 2019 and close on Sunday 12th January 2020. 

Publication of Consultation Documents

Due to increasing numbers of own admission authority schools this will be the last year that the local authority will co-ordinate and publish consultation documents alongside its arrangements and schemes on behalf of all own admission authority schools.  If you would like us to do this on behalf of your school, please ensure that details of the proposed admission arrangements including any changes to admission arrangements to sixth form, are sent to: admission.policies@cambridgeshire.gov.uk no later than Friday 8th November 2019.  Please ensure that any discussions regarding proposed changes form part of the minutes taken and recorded by the clerk to the governing body, or Trust before these changes are submitted for inclusion as part of the annual consultation process. 

If you do not wish us to co-ordinate the publication of consultation documents on behalf of the school, please refer to sections 1.42 to 1.45 of the Code for guidance regarding timescales and statutory consultees.  Please ensure that you provide us with a link, or a copy of the consultation documents, you do publish, as a statutory consultee.

Best Start in Life

All school and pre-school staff who work with children and families from pregnancy to age 5 are welcome to attend one of 10 sessions taking place across Cambridgeshire and Peterborough this September to help to shape how we give children the best start in life.

The new Best Start in Life strategy and action plan identifies specific areas to have the greatest impact on early years outcomes for children from pre-birth to 5 and we want to get your views on our plans for how we can work together to achieve this.

Big Education Conversation

The Big Education Conversation in partnership with Whole Education and Big Change is for teachers, educational charities, and members of the public, parents, students and organisations with an interest in promoting transformative education.

“It’s time to ask some really big questions about how we’re best preparing our young people for their futures.” Says Spinney Headteacher Rae Snape, “I believe there are great ideas out there for how to transform our education system to make it work for what our society will look like in the future.”

Raising Attainment in Year 1 Project

After two years of successfully supporting schools to improve attainment and progress in English and maths, the Raising Attainment in Year 1 Project is back for another year. Since 2017, the Raising Attainment in Year 1 project has supported identified children in 21 schools across Cambridgeshire; with English and maths advisers providing free training and bespoke CPD for teachers, teaching assistants and senior leaders. Launch of the new Education, Health and Care Needs (EHCNA) Assessment Guidance

We are delighted to let you know that Cambridgeshire has launched the new Education, Health and Care Assessment (EHNCA) Guidance on the Local Offer. We have also updated the application form. All old versions of the guidance have now been removed. Find the new guidance here.

The management of aquatic activities, swimming and school swimming pools - 2019 guidance

New CCC guidance setting out the policies and guidance for Safe Practice in School Swimming and Water Safety has been produced.

This replaces the 2014 guidance which was was largely only referenced by schools with their own swimming facilities. The new 2019 document is relevant to all schools and settings that deliver swimming (on or off site)

There are 3 sections

Part A. Conducting Safe Aquatic Activities.

Part B. Roles and Responsibilities.

Part C. Guidance for the Operation of Swimming Pools on school sites.

There are 9 appendices containing exemplar materials

Education Capital Team - exciting capital expansion projects

The Education Capital Team work closely with the 0-19 Place Planning and Organisation Team to ensure that the Council provides a school place for every child living in its area of responsibility who is of school age and whose parents want them educated in the state funded sector.  It also has a duty to secure sufficient and suitable early years and childcare places for children aged 3 and 4 and eligible 2 year olds. To achieve this, the Council has to keep the number of places under review and to take appropriate steps to manage the position, including maintaining a rolling programme of capital investment for the provision of educational facilities for Cambridgeshire’s children and young people. 

As part of the rolling programme of capital investment, the Council’s Education Capital Team have handed over some exciting capital expansion and improvement projects over the summer holiday period.  These have included a minor repairs programme and the provision of new buildings and extensions to accommodate new pupil places for Early Years, Primary and Secondary Schools across the County.

Following the conclusion of a consultation to create a joint Admissions Team operating across Cambridgeshire and Peterborough, here is a list of who the team are:

  • Shelley Kingston is the Policy and Operations Manager Admissions and Children Missing in Education.  This gives Shelley day-to-day operational responsibility for the these teams and services. 

  • Libby Walker is the Admissions Team Leader (Transitions).  Libby is due to return from maternity leave in October. 

  • Kasia Kiraga is the Admissions Officer (In Year) for Peterborough and Huntingdonshire and is supported by Matthew Laughlin, Assistant Admissions Officer

  • Yunuen Suarez is the Admissions Officer (In Year) for Fenland and Huntingdonshire and is supported by Peach Arthure, Assistant Admissions Officer

  • Bettina Ciupa is the Admissions Officer (In Year) for Cambridge City, South and East Cambridgeshire

  • Angela Williams is the Admissions Officer (Transitions) for Primary (Cambridgeshire) and is supported by Privinder Ahluwahlia, Assistant Admissions Officer

  • Helen Pinner is Acting Admissions Officer (Transitions) for Secondary (Cambridgeshire) covering Alexander Brown’s secondment to the 0-19 Place Planning Team

  • Samantha Bennett is the Fair Access and Education Appeals Service Manager and is supported by Andy Rutter and Liz Alsop our two Education Appeals Officers
