Learn Together  |  Cambridgeshire County Council

Dear Reader,

This is the last edition of the newsletter for this academic year. The next edition will be Wednesday September 11th.

Below is our last editorial, from the Early Years and Childcare Service. As you think about your requirements for next year, here is a reminder of what they can provide for you.

The Early Years and Childcare Service helps early years providers to meet the needs of Cambridgeshire families through advice, training and support, to develop and maintain quality provision.  Questions about services from birth to KS1 and out of school childcare are our business.

We recognise the challenges of balancing budgets and delivering high quality provision. Our range of support reflects schools’ diverse roles in early learning and care for pre-school and school age children.

Early Years Leadership Briefings combine national and local information, practical ideas and lively discussion on pedagogy and practice.  Our standard School membership provides two places at each, and a half-day Adviser visit covering Nursery as well as Reception provision.  We support local cluster development, and collaborate with local pre-school providers to moderate assessment judgements.  Small schools (PAN of less than 25) receive a large discount!

Our multi-membership package is tailored to schools with their own out of school provision and Section 27 managed pre-schools.  Federations and multi-academy trusts can take up group membership. Our printed information for 2019-20 should be with you now.  Please ensure your early years lead gets to see it!

PE = Physical Education or Powerful Education (or both)

The new OFSTED framework and the School Sport and Activity Action Plan provide great opportunities to strengthen the role of physical education in schools, and promote a joined-up approach to physical activity and mental wellbeing.

This ties in with ‘Healthy Bodies – Healthy Minds, Ready to Move – Ready to Learn’, the title of the 2019 Cambridgeshire & Peterborough PE Conference. We have three internationally regarded guests at this event on 2nd October.  They are Sue Wilkinson MBE (CEO Association for PE), Elaine Wylie MBE (Founder of The Daily Mile), & John Glenn (Learn to Swim Director at Swim England).

Making it quicker and easier to apply for free school meals

As part of our work to support families in poverty we have redesigned our online form for families wishing to check their free school meal (FSM) and Pupil Premium eligibility.  Significant improvements made to the online application process enable parents/carers (in most cases) to get an instant result of the outcome of their application.

We respectfully ask all schools to promote this to existing families (who have not applied or qualified in the past) and to new families starting in September or indeed at any point during the school year - www.cambridgeshire.gov.uk/freeschoolmeals

It is not necessary for parents of children who currently receive FSM to reapply as this entitlement is protected until the end of March 2022.  However, applications do need to be made for younger siblings who are starting school.

With recent changes to the benefit system due to the phased roll-out of Universal Credit, families may not necessarily realise that they qualify.  Therefore, this is an optimum time for promotion.

The form is quick and simple to complete.  Once an application has been submitted for a child, if the family do not qualify at that point, we will continue to check for future entitlement throughout that child’s school life, informing parents if they become eligible.  It is vital, therefore, that schools/families inform us of any changes to their name or address.

Families can access the online application at www.cambridgeshire.gov.uk/freeschoolmeals

The Education Welfare Benefits Team are happy to answer any queries and can be contacted on 01223 703200 or ewb.fsm@cambridgeshire.gov.uk

New delivery model for SEND from September - email coming soon!

As you are aware, we have been working with you and our key stakeholders to look at a new model of service delivery,  “time allocation”.

We have now had time to review the feedback from teams and from the stakeholder survey and focus groups. The feedback was extremely positive in the main and many people we have talked to have been excited about the chance to be creative, dedicate some time for earlier intervention.

To this end, we will be trialling the new model from September, with frequent opportunities to evaluate and feed into the model as it evolves.

You will be receiving an email from Team Leaders that states your hours and who your Link Educational Psychologist is for Secondary and special schools. For Primary schools, your Link Educational Psychologist and Specialist Teacher. Your Link will be in contact regarding the planning meeting at the start of the new term.

Oarsome time for Cambridge pupils

Schoolchildren at Arbury School had an oarsome time when representatives of Cambridgeshire University Rowing Club visited their school to help promote the Change4Life programme.

The Change4Life programme was set up to enable children to become more active and the rowing team got pupils involved in 10 minute Shake Up games.

The visit was featured on ITV Anglia News.

The campaign has been launched by Public Health England and Disney UK after figures revealed that:

- Only 20% of boys and 14% of girls in England meet national physical activity recommendations to do at least 60 minutes of activity every day.

- Less than half of parents in the East of England are aware that physical activity can build children’s self-confidence, reduce anxiety and improve their self-esteem.

Find out more about the programme here.

Headteacher Reference Group DFE Advert for Headteacher Colleagues

The Department for Education is looking for headteachers who would like to contribute to national policy through the Primary Headteacher Reference Group and the Secondary Headteacher Reference Group. These groups of primary and secondary leaders act as an advisory body for ministers and policy makers. This is an excellent opportunity for headteachers to make a lasting contribution to education policy in England. Groups meet 5 times per year in DfE offices (usually in London) and the term of appointment is up to 3 years. This is a voluntary, unpaid role but expenses are covered. Further information and the application form is available to download here. The deadline for applications is 2 August.

There are some eligibility criteria for applicants:

  • Must be a current head OR MAT leader with experience as a head within the past 5 years
  • Must lead a school OR lead a MAT where at least one school within the MAT has:
    • at least 90% of eligible Year 1 students met the required standard of phonic decoding in the Phonics Screening Check in 2017/2018 (if Primary)
    • at least 45% of pupils were entered for EBacc in 2017/18 (if Secondary)
  • We will not accept applications from candidates who already hold a DfE public appointment or serve on a current DfE advisory group or Headteacher Board.

Exceptions may apply (e.g. special schools, AP, middle and junior schools) where there is evidence of strong performance. We will also consider applications from heads who have recently moved school, but meet the above criteria within the past 2 years.
