Greetings,
In an effort to keep you apprised of the ongoing changes at our Workforce Solutions Rural Capital Area (WSRCA) Board we have re-started sending these periodic newsletters.
It seems like a good way to document the services that are being provided and gives Board members, partners and our communities an opportunity to be aware and ask questions, if they have any, about the changes to some of our service delivery processes.
Operating amid COVID-19 has been a challenging effort, but it has also allowed us to get very innovative and bring virtual services to our customers in a matter of weeks instead of years. Our goal is to really learn and understand what our business community needs and help direct our job seekers to meet those needs.
Sometimes that will include training to make sure those job seekers have the skills required to be that valuable resource our businesses need. Sometimes it is the match making process to align the appropriately skilled job seeker with the right opportunity.
Regardless of the circumstances, we are here to help match job seekers to jobs and help businesses find the resources they need to maximize their operations. Whether it is through training, child care, or some other service, the Board is here to facilitate the future of work for all our constituents.

Your WSRCA team is eager to help you in person, and has begun a phased reopening of our career centers and offices, for customers with curbside, or in-office appointments, across the nine-county region. Our services will continue to remain available virtually to meet your immediate workforce needs.

As of July 1, our new Workforce Solutions of Hays County career center in San Marcos is a co-located office featuring staff from Texas Workforce Solutions-Vocational Rehabilitation Services.
These five team members will integrate VR services with workforce development and employment services. Co-location of VR staff into local workforce centers will allow for shared resources.
Co-location also will benefit VR customers through the expanded network of employment connections and will benefit employment services staff through on-site expertise to assist job seekers with disabilities.
The movement of VR staff is occurring as required by Texas SB 208, which was passed in 2015 and required the transfer of several former DARS programs to the Texas Workforce Commission on Sept. 1, 2016. The legislation mandated that VR staff be co-located with staff from Workforce Solutions who provide workforce services.

Kim Paper and our amazing Rural Capital Area Child Care Services (CCS) team, re-joined for a second distribution of critical health and safety supplies to more than 60 local early childhood development centers, which are providing care and education to the children of our community's workers. An earlier distribution event was held in May.
The kid-friendly face masks were made by local quilters and given to child care teachers and directors. Our wonderful community-focused collaborations are what make the Rural Capital Area the best place in the country to live, work and do business.

The WSRCA Skill-Based Career Progression Lattices are designed to visibly highlight the dynamics of strategic career mobility and the importance of a skilled workforce.
The Rural Capital Area career progression lattices flow from an anchor or entry-level occupation and encompass all 39 of the approved Target Occupations identified as most in demand in the region, that also pay a self-sufficient wage of at least $18.00 per hour.

The unadjusted unemployment rate in the Rural Capital Area of central Texas continues to trend down towards pre-COVID-19 levels, sliding to 7.1 percent in June 2020, down from 10.6 percent in May, according to figures released by the Texas Workforce Commission (TWC). The 7.1 percent unemployment rate in the nine-county Workforce Solutions Rural Capital Area (WSRCA), represented 38,305 residents seeking employment; a decline of more than 31 percent from the month prior. The region’s unemployment rate remained below both the Texas (8.9 percent) and national (11.2 percent) rates.
