Preview of Preliminary 2024–2025 FIRST Ratings

The purpose of this email is to notify you of the availability for a preview of your school system’s preliminary 2024–2025 Financial Integrity Rating System of Texas (FIRST) rating based on financial indicators per 19 Texas Administrative Code (TAC) §109.1001. A school system’s 2024–2025 FIRST rating is based upon an analysis of financial data for fiscal year 2024 (i.e., the fiscal period ended June 30, 2024, or August 31, 2024, depending upon the ending date of the school system’s fiscal year).

Official notification of the 2024–2025 preliminary ratings will be announced and released to the public on August 8, 2025.

An appeal of your school system’s rating cannot be submitted until the preliminary ratings are released publicly on August 8, 2025.

If you do not have access to your school system’s FIRST data via the Texas Education Agency Login (TEAL) application, you will need to request access by following the instructions below.

Requesting Access to the FIRST Application

To request access to the School FIRST or Charter FIRST application via TEAL, first log in to TEAL. You can access TEAL either by visiting the TEA home page at https://tea.texas.gov/ and clicking the TEAL Login button at top of the webpage or by going directly to the TEAL login page at https://tealprod.tea.state.tx.us/.

After you have logged in to your TEAL account, complete the following steps to request access to the School FIRST or Charter FIRST application:

 Click My Application Accounts in the menu on the left side of the screen.

1. Click Request New Account.
2. School districts should select the School FIRST application and charter schools should select the Charter FIRST application and follow the instructions.

If you do not have a TEAL Account, you may request a New User Account at the TEAL login page at https://tealprod.tea.state.tx.us/.
