What’s New in Performance Reporting

A–F Accountability

2021 Accountability Manual

The adopted 2021 Accountability Manual was published on July 12 and became effective July 13. For more information on the changes between the proposed and adopted versions, please see the summary of changes below:

Chapter 1 was revised in response to public comment to state that in 2021, districts and campuses receive a Not Rated: Declared State of Disaster label overall and in each domain; distinction designations are not awarded for 2021; School Progress: Part A: Academic Growth is not calculated; and Advanced Placement results through August 2020 are considered. The school types chart and the corresponding example were also updated to reflect 2021 data.

Chapter 2 was updated to indicate that the request to delay the inclusion of SAT/ACT results for accelerated testers was not approved, and, therefore, these results are included in the STAAR component. Multiple examples of small numbers analysis calculations were added in response to public comment.

Chapter 4 was updated in response to public comment. Language was revised to note that English learner performance measures for all grade levels are evaluated, Graduation Rate component criteria language was clarified, and references to the ESSA state plan addendum were removed.

Chapter 9 was updated to clarify information regarding campus identification number processes.

Chapter 10 was updated to reflect the approved 2021 ESSA waiver request. The chart depicting the escalation from additional targeted support to comprehensive targeted support was updated in response to public comment. The four-year graduation rate was added as a means to exit comprehensive support identification in response to public comment.

Senate Bill 1365 2021 Alternative Evaluation

Senate Bill 1365 (87th Texas Legislature) established a 2021 alternative evaluation option for certain campuses that meet participation requirements and earned an unacceptable rating for the most recent year they were rated. Local Accountability System

The Local Accountability Guide and Frequently Asked Questions provide information about plan requirement and example components. They can both be found on the local accountability webpage.

Districts wishing to learn more about the local accountability system and how to develop a district local accountability plan can participate in a 45-minute overview webinar with time for Q & A.

Assessment Scoring and Reporting

Assessment Management System Timelines

As a part of the contract transition, ETS will be providing all necessary State of Texas Assessments of Academic Readiness (STAAR®), STAAR Alternate 2, Texas English Language Proficiency Assessment System (TELPAS), and TELPAS Alternate score data to CAI. Any districts that would like to retain copies of their individual district results for STAAR should download those results from the Reports > Results in the Assessment Management System prior to August 31, 2021. 

District correction requests, score code and language changes, rescores, resolutions, and any scoring investigations for STAAR must be submitted to the ETS Support Center by July 31, 2021, to be updated and reflected in the ETS Assessment Management System and the Family Portal prior to the change in vendors. District correction requests include changes to student identification information, Public Education Information Management System (PEIMS) ID, and County-District-Campus codes. 

On-Demand Data Files

On-demand data files for online testers for the June 2021 administration will be available in the Assessment Management System by June 29, 2021, for Algebra I, Biology, and U.S. History; and July 20, 2021, for English I and English II.

On-demand data files for paper testers for the June 2021 administration will be available in the Assessment Management System by July 13, 2021, for Algebra I, Biology, and U.S. History; and July 20, 2021, for English I and English II.

This Week’s FAQ

Where can I find 2021 STAAR results?

The Analytic Portal on TexasAssessment.gov, contains 2021 STAAR results at the state, region, district, and campus levels. Keep in mind that the Analytic Portal contains raw assessment data that has not been filtered for accountability purposes. The results in the portal are NOT comparable to accountability data tables or the Texas Academic Performance Report (TAPR) which have accountability exclusions and methodologies applied.
