What’s New in Performance Reporting

A–F Accountability

The public comment period on the 2021 Accountability Manual closed on Monday. Performance Reporting received public comments from over 30 individuals and organizations. Responses to these comments, concerns, and questions are being drafted and will be released with the adopted version of the manual in the July 9th edition of the Texas Register.

Local Accountability System

The Local Accountability Guide and Frequently Asked Questions provide information about plan requirement and example components. They can both be found on the local accountability webpage.

Districts wishing to learn more about the local accountability system and how to develop a district local accountability plan can participate in an hour-long overview webinar with time for Q & A.

Assessment and Scoring

The 2021 STAAR Grades 3-8 Reporting Student Data File Format and 2021 STAAR End-of-Course Reporting Student Data File Format have been posted here.

STAAR Report Cards (SRCs)

Beginning with spring 2021 reporting, districts that want to receive their free set of printed STAAR Report Cards (SRCs) must opt-in on the Additional Reports page by the “Districts opt in for printed report cards” date identified in the Calendar of Events.

Districts can opt in to receive printed STAAR Alternate 2, TELPAS, and TELPAS Alternate report cards through the Assessment Management System. The deadline to opt in for printed STAAR Alternate 2 report cards was May 7, 2021. The deadline to opt in for printed TELPAS report cards and TELPAS Alternate report cards is May 28, 2021. Districts that do not opt in will not receive printed report cards.

Additional Reports

Additional reports orders for the April 2021 STAAR administrations should have been submitted April 26–May 11, 2021, for end-of-course (EOC) assessments, and May 3–19, 2021, for grades 4 and 7 writing assessments through the STAAR Assessment Management System. For information about standard and additional reports, refer to the 2020–2021 Standard and Additional Reports document. Orders placed after the deadline will be processed twice monthly and may incur additional processing fees.  

New On-Demand Data File

Starting with the April 2021 STAAR administrations, districts will have access to a new on-demand data file containing individual student results for both paper and online tests to allow districts access to student assessment results ahead of official reporting and posting of data files and reports in the STAAR Assessment Management System. The on-demand data is provided in the same CSV file format as the district student data file posted in the Assessment Management System after testing is completed and all tests scored, however not all the data elements available in the student data file will be populated in the on-demand data file.

On-demand data files for paper and online testers for the April 2021 STAAR administrations will be available in the Assessment Management System by

  • May 17, 2021for English I and English II and
  • May 27, 2021for grades 4 and 7 writing.

On-demand data files for online testers for the May 2021 STAAR administrations will be available in the Assessment Management System by

  • May 13, 2021for Algebra I, Biology, and U.S. History; 
  • May 19, 2021for grades 5 and 8 mathematics and reading; 
  • May 20, 2021for grades 3–8; and
  • July 7, 2021for Algebra II and English III.

On-demand data files for paper testers for the May 2021 STAAR administrations will be available in the Assessment Management System by

  • May 21, 2021for Algebra I, Biology, and U.S. History; 
  • May 28, 2021for grades 5 and 8 mathematics and reading; 
  • May 28, 2021for grades 3–8; and
  • July 7, 2021for Algebra II and English III.

Resolve Student Test Warnings and Submit Test Information Changes

The windows for resolving test warnings and submitting test information changes for the May 2021 STAAR administrations will be open in the Assessment Management System for the dates listed below. Districts must resolve records for students who have inconsistent or missing student information or a mismatch between the most recent answer document submitted and records in the Assessment Management System. All resolutions and test information changes must be completed by the deadline to be reflected in districts’ reports.

    • May 11–June 8, 2021, for Algebra I, Biology, and U.S. History 
    • May 17–June 14, 2021, for grades 5 and 8 mathematics and reading 
    • May 19–June 21, 2021, for grades 3–8
    • May 18–July 27, 2021, for Algebra II and English III

This Week’s FAQ

Why aren’t all 14 student groups evaluated in Closing the Gaps included in the .dat assessment data files?

The testing vendor does not have the necessary TSDS PEIMS data to make continuously enrolled, non-continuously enrolled, and former special education student group determinations. These determinations are made by TEA during the processing of accountability data. The accountability student listings released in TEAL Accountability provide data on all student groups evaluated in the accountability system.

July: Second 2021 CCMR Tracker released in TEAL

Mid-August: Excel file released on TEA’s 2021 accountability page indicating that all districts and campuses are Not Rated: Declared State of Disaster for 2021

Late August: Unmasked accountability reports and confidential student listings released in TEAL

Late August: Masked accountability reports released on TXschools.gov and on TEA’s 2021 accountability page
