What’s New in Performance Reporting

A–F Development

Performance Reporting has received multiple inquiries this week about the inclusion of end-of-course (EOC) retest results in 2018 accountability. Each student who tests or retests during the 2018 accountability cycle (summer 2017, fall 2017, or spring 2018) contributes one assessment result per subject tested if they meet the accountability subset. To meet the subset a student must be reported as enrolled in the same district/campus on the TSDS PEIMS October snapshot as where they tested. An EOC retest example scenario is described below.

Example scenario: Johnny takes the Algebra I EOC in grade 9 (2015–16 school year) and does not meet performance expectations. He retakes the Algebra I EOC three times in grade 10 (2016–17 school year) and still does meet expectations. Johnny takes the Algebra I EOC again in summer 2017 and fall 2017 while in grade 11 (2017–18 school year) and still does not meet expectations. He retakes the Algebra I EOC in May 2018 and achieves the Approaches Grade Level standard.

How are Johnny’s results included in accountability calculations?

One result (the best or most recent result) per student, per accountability cycle, per subject is included in accountability calculations.

Johnny’s grade 9 and grade 10 unsatisfactory results were included once each year in both 2016 and 2017 accountability. For 2018 accountability, Johnny’s best result is included. In this scenario, the May Algebra I EOC retest is included in calculations.

TEA Secure Environment (TEASE) Accountability Application Reminder

This summer, Performance Reporting will release several confidential data tables and reports related to 2018 accountability ratings through the Accountability application in TEASE. As a reminder, district staff need a TEAL/TEASE account to access this application. Staff in need of access to TEASE Accountability must submit the following form:

http://ritter.tea.state.tx.us/forms/tease/accountability.htm

The form must be completed, signed by the district superintendent (or equivalent for charter operators), and mailed or faxed to the contact provided on the form. Depending on the volume of requests, it may take several days for a request to be processed. If the request is mailed, additional days should be allowed for the request to reach TEA. District staff receive an email from TEA Security once Accountability is added to their TEASE accounts.

For questions about the 2018 accountability system, please contact Performance Reporting at performance.reporting@tea.texas.gov or (512) 463-9704.

Assessment Scoring and Reporting

STAAR Spring 2018 EOC

Reports for the Spring 2018 State of Texas Assessments of Academic Readiness (STAAR®) end-of-course administration have been posted. STAAR Report Cards, final rosters, summary reports, and data files can be accessed through the STAAR Assessment Management System.

Reminder: The STAAR Report Cards for the Spring 2018 EOC administration will be printed and shipped to districts along with the confidential student labels. The report cards are cumulative and include all EOC results for the student.

STAAR May 2018 Grades 5 and 8 Mathematics and Reading Retest Administration

Reports for the May 2018 STAAR grades 5 and 8 mathematics and reading retest administration have been posted. STAAR Report Cards, campus rosters, summary reports, and data files can be accessed through the STAAR Assessment Management System.

Note: The STAAR Report Cards for the May 2018 STAAR grades 5 and 8 mathematics and reading retest administration will be available online only. No printed copies will be shipped.

The Student Portal is also being updated. Parents can access their child’s EOC results using a unique access code, which can be found at the bottom of their child’s STAAR Report Card. Parents can also view the assessment questions, their child’s answers to the questions, and correct answers and rationales. Additionally, parents can view their child’s performance relative to the campus, district, and state.

Generic unique access codes, which teachers and administrators may use to view the Student Portal, are provided in the Help menu in the STAAR Assessment Management System.

The raw score to scale score conversion tables were previously posted here

For questions or help with accessing and interpreting assessment results, districts and parents can email assessment.reporting@tea.texas.gov or call (512) 463-9704.

Local Accountability Systems

Pilot districts will provide feedback and suggestions on revised local accountability plans and the evaluation tool during their final meeting on June 13, 2018. TEA staff will offer guidance on scaling grades and examples of domain weights for the calculation of grades. Pilot districts will have the summer to continue gathering stakeholder input and to work with TEA before they submit final plans in the fall.

Please submit comments about the local accountability system pilot program to feedbackLAS@tea.texas.gov.

Please direct questions about local accountability systems or the pilot program to Performance Reporting at performance.reporting@tea.texas.gov or (512) 463-9704.

This Week’s FAQ

We opened a new high school in the 2017–18 school year. This campus serves only students in grades 9 and 10. How will this campus be evaluated in each domain?

Student Achievement Domain: Because the campus does not have College, Career, and Military Readiness (CCMR) data, the STAAR component is weighted at 100%.

School Progress Domain: The campus is evaluated on both Academic Growth and Relative Performance (STAAR component only). The better of Part A: Academic Growth or Part B: Relative Performance is used for the domain score.

Closing the Gaps Domain:  The campus is evaluated on the following components:

  • Academic Achievement (STAAR Performance at Meets Grade Level or above in ELA/Reading and Mathematics) is weighted at 55.6%.
  • STAAR Growth Status (as the campus does not have Federal Graduation data) is weighted at 11.1%.
  • Student Achievement Domain: STAAR component only (as the campus does not have annual graduates) is weighted at 33.3%.
