Proposed changes to Air Quality Standard Permit announced
Concrete batch plant projects affected

The Texas Commission on Environmental Quality is proposing amendments to an air quality standard permit for concrete batch plants. Concrete batch plants consist of a concrete batch facility and associated abatement equipment, including, but not limited to: material storage silos, aggregate storage bins, auxiliary storage tanks, conveyors, weigh hoppers, and a mixer.  Concrete batch plants can add water, Portland cement, and aggregates into a delivery truck, or the concrete may be prepared in a central mix drum and transferred to a delivery truck for transport. Concrete batch plants do not include operations that meet the requirements of 30 Texas Administrative Code § 106.141, Batch Mixers or 30 TAC § 106.146, Soil Stabilization Plants. 


The proposed amendments to the standard permit will be effective for standard permits issued after December 21, 2012. Those plants still permitted using a concrete batch plant permit by rule will not need to register for a standard permit until there is a change in the facility that makes it no longer able to meet the requirements of the PBR. In this case, the facility would need to apply for a different method of authorization.

 

The commission will hold a public meeting on this proposal on October 3, 2012 at 10:00 a.m., at the TCEQ, Building E, Room 201E, 12100 Park 35 Circle, in Austin.
