HHSC Adopts Child Care Rules Related to Kinship Specific Verifications

HHSC adopted amended and new rules in Chapters 745 and 749 related to kinship specific verifications.

The rules are effective Nov. 6, 2025.

For more information, visit the Child Care Regulation webpage and review the Child Care Regulation Provider Guidance Letter 25-1001 (PDF). This letter affects child-placing agencies.

Visit the Child Care Regulation Minimum Standards webpage to review highlighted copies of the adopted rules for Chapters 745 and 749 that show the changes from the previous rules.

Child Care Regulation is updating the Chapter 749 minimum standards publication and will complete the updates by Nov. 6, 2025.

Visit the Texas Register to review a summary of the comments HHSC received during the formal public comment period and HHSC’s response to the public comments, including whether HHSC made any changes to the rules.
