On March 13, Gov. Greg Abbott declared a State of Disaster in Texas due to COVID-19. At that time, purchases that clearly related to the COVID-19 disaster were expedited to ensure HHS could respond to the public health crisis under the authority of the Governor’s declaration of a disaster.
Getting back to normal purchasing
While there still may be limited instances when a qualifying COVID-related good or service purchase is needed, at this point those purchases should be rare. All declaration purchases will be scrutinized appropriately, and approvals should not be anticipated or relied upon in procurement planning.
Program areas may have a need for continuing, as a normal business process, service-related purchases procured initially as part of the COVID response. In those instances, when the current contract or purchase order expires, program areas should plan on making the purchase following normal purchasing processes and timelines as the authority used to make the declaration purchase will not apply to non-COVID response purchases.
