Dear Commander Ortiz:
The United States Congress has established every September 11 as Patriot Day. State and local governments have been asked to observe the day with appropriate programs and activities in remembrance of the events of September 11, 2001.
As such, I am directing that all Texas flags be flown at half-staff on the state capitol, in the Capitol Complex and upon all state and public buildings, grounds and facilities throughout the state on Wednesday, September 11, 2013. All flags should be flown at half-staff for the same length of time at all Texas offices and facilities abroad. Individuals, businesses, municipalities, counties and other political subdivisions are encouraged to fly their flags at half-staff as an act of remembrance on Patriot Day.
I am also asking the people of Texas to observe a moment of personal silence during the day to reflect upon the meaning of the day and to honor the innocent victims who lost their lives as a result of the terrorist attacks that occurred on that day.
I have attached a message to this letter to solemnly commemorate the day.
Respectfully,
RICK PERRY
Governor
