A vehicle last registered or titled outside of Texas must pass a safety inspection, and the VIN must be verified by a state appointed safety inspection station before filing an application for Texas title. Currently, the inspection station completes the Texas Department of Public Safety’s Out-of-State Identification Certificate, Form VI-30.
“Two Steps, One Sticker” will require inspection stations to provide customers with a VIR when a vehicle has been inspected. As of March 1, 2015, a copy of the VIR will be proof of VIN certification in lieu of the VI-30.
A VI-30 issued prior to March 1, 2015, is valid for up to one year after issuance and will continue to be accepted after March 1, 2015. The VI-30 will be eliminated by March 1, 2016. The title and registration manuals will be updated accordingly in the April revision, and all pertinent forms are being updated as well.
A printout from mytxcar.org will not be accepted in lieu of the VI-30 or VIR for purposes of VIN certification.
