UPDATED: RTS County Release Notes 26.1 (Version 2) (12/10/2025 @ 3:30 PM)

Good afternoon,

On the evening of December 06, 2025, the Texas Department of Motor Vehicles (TxDMV) updated
the Registration and Titling System (RTS) with Release 26.1 which contains the content summarized
below.

(The content list has been updated from the prior list version published last week on Thursday,
December 4th.  The prior list version had some items which were erroneously omitted.  The updated
Release 26.1 content list provided below, and in the attachment, is accurate.)

Enhancements:

•  72-Hour and 144-Hour Temp Permits - Payment vendor migration from NIC/Tyler Tech to
            FDMS

•  MVIPay - Payment vendor migration from NIC/Tyler Tech to FDMS

•  RTS (RSC CCI) - Payment vendor migration from NIC/Tyler Tech to FDMS

•  TxT - Payment vendor migration from NIC/Tyler Tech to FDMS (awaiting)

•  (SB1568) Spay Neuter Adopt - State Specialty License Plate

•  (HB3135) Retired Firefighters - State Specialty License Plate

•  (SB927) Navy and Marine Corps Achievement Medal - Military Specialty License Plate

•  (HB3815) U.S. Army Rangers - Military Specialty License Plate

•  (HB3815) 75th Army Ranger Regiment - Military Specialty License Plate

•  (SB2141) State and Federal Judge Unmarked - State Specialty License Plate

•  (HB791) Central Catholic High School of San Antonio - State Specialty License Plate

•  (SB2001) Disabled Peace Officer - State Specialty License Plate

•  (SB2001) Placards requirement and Disabled Peace Officer (ISA) Specialty License Plate

•  (HB2686) Frac Tank plate

•  HB 3297 Default to 2 YR expiration month/year for new vehicles that are eligible for 2 YR
           registration.

•  HB 718 IMS Inventory Plate Condition Webservice Lookup For MVDI/MVINET Inquires

•  (HB5436) - $25 UAPR Administrative Fee

•  (SB1227) Fee Adjustments for some Military Specialty License Plate

•  Elimination of $1 Online P&H Discount

•  RTS POS - $5 Buyer Tag Fee vs $10 DLR-Issued Buyer Plate Fee
