RTB 001-21 Processing Corrected Titles Without the Surrender of Ownership Evidence

Registration and Title Bulletin (RTB) #001-21 provides guidance on processing a corrected title without the surrender of a Certified Copy of Texas Title (CCO) when the owner’s original title has been lost or destroyed.  To support this policy change, revisions were made to the Application for Texas Title and/or Registration (Form 130-U) to include a certification statement for vehicle owners.  The RTB #001-21 and revised Form 130-U are attached. 

The RTB #001-21 is the result of a fiscal year initiative for the Vehicle Titles and Registration Division that is effective June 21, 2021.  The initiative revises CCO issuance by facilitating batch printing of these titles through the department’s print vendor, eliminating the requirement for Regional Service Center (RSC) staff to mail documents to applicants.  To facilitate batch printing, the initiative includes the ability for RSC staff to remove liens when processing applications for CCOs.  The initiative and policy change increase efficiencies and provide a cost savings to vehicle owners.
