July 2017 Motor Vehicle Registration Manual Update

The latest update to the Motor Vehicle Registration Manual (attached) is now available via Registration and Title System (RTS) workstations and at www.txdmv.gov.

Updates for this release are marked with red change bars in the text.

The following are brief summaries of some of the chapters updated in the July 2017 revision.

Chapter 12 – Off-Highway, Log Loader, Forestry, and Miscellaneous
Section 12.4, “Golf Carts and Utility Vehicles,” was updated due to changes from House Bill (HB) 2968 from the 85th Legislative Session that were effective immediately. Counties adjacent to a county that borders or contains a portion of the Guadalupe River and contains a part of a barrier island that borders the Gulf of Mexico, can now have a population of less than 37,000 and contain part of a peninsula that borders the Gulf of Mexico.

Chapter 14.2 – Application for Registration and Certain Permits
Section 14.2, “Application for Registration and Certain Permits,” was updated to include subcontractor locations (limited service deputies) as entities with the ability to process registration renewals for individuals that received a Vehicle Inspection and Registration Notice in lieu of their Registration Renewal Notice. This change was due to the RTS Release 8.9.0, which added a barcode to this notice. Note: Section 22.5, “Registration Renewal Notice,” was also updated with this information along with the image of the notice.

Section 14.2 and Section 14.10, “License Plate or Registration Insignia Replacement,” was updated due to changes from HB 2663 from the 85th Legislative Session that were effective immediately. The county tax assessor-collector may now determine whether the replacement fee is charged for license plates and/or registration stickers that were issued by mail, if the owner did not receive their license plates and/or sticker.
