July 2017 Motor Vehicle Title Manual Update

The latest update to the Motor Vehicle Title Manual (attached) is now available via Registration and Title System workstations and at www.txdmv.gov.

Updates for this release are marked with red change bars in the text. 

Additionally, the following are brief summaries of the chapters updated in the July 2017 revision.

Chapter 7 – Corrections
Section 7.11, “Motor and Permanent VIN Errors,” was updated to clarify acceptable proof when two or less characters are incorrect in the vehicle identification number (VIN), and an error in data entry cannot be verified, or if the surrendered ownership evidence reflects the incorrect VIN. In these situations, a pencil tracing or photo of the VIN, Vehicle Inspection Report, or Law Enforcement Identification Number Inspection (Form VTR-68-A) can be used to verify the correct VIN.

Chapter 18 – Out of State Requirements
Section 18.9, “Apprehended Out of State Vehicles,” was removed from the Motor Vehicle Title Manual. This information continues to be provided in the Motor Vehicle Registration Manual.

Chapter 19 – Imported Vehicles
This chapter was revised and reorganized in an effort to provide clarification. 

Chapter 23 – Foreclosure of Miscellaneous Liens
Section 23.4, “Licensed Vehicle Storage Facility Lien,” was updated to include information provided in Registration and Title Bulletin (RTB) #003-17, which details changes to Occupations Code, Section 2303.151 and 2303.154, as a result of Senate Bill 1501. This change removes the time frame deadlines for notifications to be sent out by licensed vehicle storage facilities. Additionally, a notification to law enforcement is no longer required unless the law enforcement agency requires a notice of abandonment. 

Section 23.7, “Verification of Title and/or Registration,” was updated to include information provided in RTB #002-17, which details changes to Occupations Code, Chapter 2303, as a result of House Bill 1247. These changes affect the terms under which a county tax assessor-collector may accept a private entity’s title and/or registration verification in conjunction with licensed vehicle storage lien foreclosures.

Section 23.8, “Acceptable Proof of Notifications,” was updated to include information provided in RTB #003-17, which details items relating to Senate Bill 1501 that made changes to Occupations Code, Section 2303.151 and 2303.154, affecting licensed vehicle storage facility lien foreclosures. Senate Bill 1501 amends the sections from requiring proof of mailing and delivery to requiring only proof of mailing.
