The latest update to the Motor Vehicle Registration Manual (attached) is now available via Registration and Title System (RTS) workstations and at www.txdmv.gov.

The following are brief summaries of some of the chapters updated in the January 2017 revision.
Chapter 2 – Commercial Vehicles
Section 2.3, “Truck-Tractor or Semitrailer Token Fees,” was updated to include changes to Combination License Plates. With RTS Release 8.8.0, Combination plates are no longer manufactured with the month and year of expiration on the plate; instead, a windshield sticker is issued. The month of expiration is staggered for 12 months based on the date of application or renewal.
Chapter 3 – Disabled Persons
Section 3.12, “Placard Database,” was updated to remove reference to the county’s retention of the Application for Persons with Disabilities Parking Placard and/or License Plate (Form VTR-214). This was removed due to the Texas State Library and Archives Commission’s retention schedule for disabled applications.
Chapter 13 – Offenses and Penalties
Section 13.2, “Improperly Registered Vehicles,” was updated to include temporary permits may not be issued to vehicles that have been apprehended.
