January 2017 Motor Vehicle Title Manual Update

The latest update to the Motor Vehicle Title Manual (attached) is now available via Registration and Title System workstations and at www.txdmv.gov.

We welcome your feedback and encourage you to email any comments or suggestions to VTR_Title_Reg-Manual-Update@txdmv.gov (please note the underscores between VTR and Title and Title and Reg).

Updates for this release are marked with red change bars in the left margin.

Additionally, the following are brief summaries of the chapters updated in the January 2017 revision.

Chapter 2 – Administration and Transaction Handling Procedures
Section 2.1, “Department Administration,” was updated to clarify acceptable circumstances to release public information in accordance with Transportation Code, Chapter 730.

Chapter 5 – Certificate of Title Requirements
Section 5.4, “Motor Vehicle Title Required,” was updated to provide a list of vehicles not eligible for Texas title in accordance with Texas statute and Texas Administrative Code.

Chapter 14 – Certificate of Title Requirements
Section 14.13, “Off-Highway Use Vehicles,” was updated to reflect the elimination of the Recreational Off-Highway or All-Terrain Vehicle Used for Farming or Lawn Care (Form VTR-329) and the Recreational Off-Highway Vehicle Statement of Ownership (Form VTR-330) as detailed in Registration and Title Bulletin #011-16. 

Chapter 17 – Rights of Survivorship
Various sections were updated to provide clarification that the Rights of Survivorship Ownership Agreement for a Motor Vehicle (Form VTR-122) does not require notarization.

Chapter 25 – Motor Vehicle Dealers
Section 25.1, “Definitions and General Information,” was updated to remove information indicating licensed Texas dealers are exempt from filing title application paperwork for a purchaser that is an exempt government agency. This exemption is not granted in Texas statute or the Texas Administrative Code.
