RTS Hot Fixes Related to Centralized Fulfillment and Combination Registration/Renewal

Texas Department of Motor Vehicles

Please review and distribute as appropriate.

Several programming changes to the Registration and Title System (RTS) will be available on Monday, February 13, 2017, to provide added benefit in the processing of Internet Vehicle Title and Registration Service (IVTRS) renewals and Combination vehicle renewals.

Based on feedback from several counties on the new IVTRS centralized fulfillment process, additional reasons for declined renewal transactions will be available in RTS.  The updated list will display the following reasons for a declined renewal:

• Address
• Insurance
• County of Residence
• Scofflaw (county database)
• Other

Additionally, your feedback was received regarding visibility of customer address information for IVTRS renewals.  Specific read-only details will be available for online renewals reviewed in RTS, including the customer’s full address information, email, and phone number.

Finally, below is an update regarding Combination vehicles and the importance of issuing a non-embossed multi-year plate for all registrations and renewals expiring 2018 as part of the transition from annual to staggered registration.

NOTE:  The information below rescinds a communication distributed Tuesday, February 7, 2017, with the subject line “Combination plates issuance and reallocation.”

Effective immediately, a windshield sticker and a multi-year Combination plate should be issued for all Combination transactions.
