The Meadow

City Council Approves The Meadow in North Dallas

On April 22, 2026, the Dallas City Council approved a $13.5 million economic development grant to support The Meadow, a new mixed-income, transient-oriented, and permanent supportive housing development coming to 8130 Meadow Road. The project will transform a former skilled nursing facility, vacant since 2017, into 75 affordable apartments near major employment centers and services.

Just 1,000 feet from DART’s Walnut Hill Station, The Meadow will offer residents easy access to transit, medical facilities, grocery stores, and pharmacies. In partnership with AIDS Services of Dallas, the development will also provide supportive services, such as transportation assistance, a food pantry, health and fitness programs, social activities, and assistance for elderly or disabled residents.

All units will be income-restricted as follows:

  • 15 units for households earning less than 30% AMFI
  • 45 units for households earning less than 50% AMFI
  • 15 units for households earning less than 60% AMFI

The development will feature modern apartment amenities, including shared spaces such as a fitness room, theater room, business center, and library.

With a total project cost of $31.7 million, The Meadow combines City support through the 2024 bond program and Low Income Housing Tax Credits from the Texas Department of Housing and Community Affairs. The housing credits were used to attract $16.2 million in third-party equity, bringing long-term affordability to Council District 13.

Dallas Projects Shine at 2026 Best Real Estate Deals Awards

On April 23, the Office of Economic Development celebrated multiple wins at the Dallas Business Journal’s 2026 Best Real Estate Deals (BRED) Awards, which highlight standout real estate projects across the region.

With 58 finalists across 20 categories, six Dallas projects took home top honors in their category—and three of the winners were directly supported by economic development incentives facilitated by the Office of Economic Development and authorized by City Council:

  • Forest Theater – Rehab/Renovation
  • Mockingbird Station – Multifamily (Urban)
  • Scotiabank – Office Lease

OED-supported work was also recognized at D Magazine’s D CEO 2026 Commercial Real Estate Awards in March. A complete list of award recipients is available online.

Halperin Park

Halperin Park Opens in May

Halperin Park, a five-acre deck park built over I-35E in southern Dallas’ Oak Cliff neighborhood, opens to the public on May 9th. As Dallas’ second deck park, Halperin Park will reconnect neighborhoods near the Dallas Zoo that have long been divided by the interstate. The project is expected to deliver a nearly $1 billion economic impact within its first five years. The Dallas City Council approved an $8 million economic development incentive to complete Phase I of Halperin Park. Phase II construction is expected to begin in 2027.
