As we welcome the April edition of the District 4 Newsletter, I hope everyone had a joyful and blessed Resurrection Day. This season is a powerful reminder of renewal, hope, and the strength of our community when we come together.
Here in District 4, we remain committed to Building the Community, with the Community. Every day, my team and I are working alongside City departments and service partners to ensure that your voices are heard and your concerns are addressed. Whether it’s improving neighborhood conditions, enhancing public safety, or connecting residents to critical resources, our focus remains on delivering results that matter.
We believe that every resident deserves a seat at the table. Your input continues to shape the decisions we make and the priorities we set for our district. Through community meetings, outreach efforts, and ongoing engagement, we are creating more opportunities for you to stay informed and involved.

Mrs. Dawn Blair
A Legacy of Service & Leadership in Oak Cliff
In every great community, there are individuals whose commitment, leadership, and service quietly shape the future for generations to come. In District 4, we are proud to highlight long-time resident Dawn Blair, a respected leader whose impact continues to be felt across Dallas.
Dawn Blair serves the City of Dallas through her work with the Department of Aviation, where she has built a strong reputation for professionalism, leadership, and dedication to public service. Her career reflects a deep understanding of city operations and a commitment to ensuring that Dallas continues to grow and thrive.
Beyond her professional role, Dawn is a passionate community advocate. She has long been engaged in civic leadership and has even stepped forward to run for public office demonstrating her willingness to serve and lead at the highest levels for the betterment of Dallas residents. Her voice and presence in the community represent strength, experience, and a deep love for the city she calls home.
Dawn is also a proud member of Delta Sigma Theta Sorority, Inc., an organization known for its legacy of public service, sisterhood, and commitment to education and community empowerment. Through this affiliation, she continues to uplift and support initiatives that strengthen families, empower young women, and build stronger neighborhoods.
As a long-time District 4 resident, Dawn Blair embodies what it means to lead through service. Her work both professionally and in the community reflects a tireless dedication to progress, equity, and opportunity for all.

 Boots on the Ground in District 4
Council Member Maxie Johnson is taking a hands-on approach to community engagement through the new “Block-By-Block” campaign, an ongoing effort to meet directly with residents and local businesses each week to hear concerns, identify issues, and take action.
This week, Boots on the Ground brought CM Johnson into the community alongside local stakeholders, including Muslim leadership from the Oak Cliff Empowerment Center at Sunnyvale and Overton. These conversations focused on strengthening partnerships, addressing neighborhood needs, and ensuring every voice in District 4 is heard.
In addition, CM Johnson is working closely with Code Liaison Officer Prater to monitor and address ongoing concerns behind the AutoZone located at Sunnyvale and Bonnie View. This proactive approach ensures that problem areas are not only identified but followed up with real solutions.
“Boots on the Ground” is about being present, responsive, and committed to building safer, stronger neighborhoods Block-By-Block.
District 4 residents and business owners are encouraged to stay engaged and share their concerns as this initiative continues throughout the community.
 Cleaning Up District 4: A Coordinated Effort to Restore Safety and Dignity
Councilmember Maxie Johnson continues to lead from the front, working directly in the community to address some of District 4’s most pressing challenges.
Recently, Councilmember Johnson joined City teams on the ground near Ledbetter and I-35, focusing on areas impacted by encampments and ongoing public safety concerns. This effort brought together a coordinated response across multiple City departments, all working toward one shared goal: improving quality of life for residents while connecting our unhoused neighbors to critical resources.
A key partner in this work is the Emergency Management Crisis Response Team (EMCR), which plays a vital role in providing outreach, support, and access to services for individuals experiencing homelessness. Their approach prioritizes compassion, helping individuals find pathways to housing, healthcare, and stability.
In addition, the City Prosecutor’s Office has been engaged to ensure accountability and enforcement where necessary, supporting the City’s efforts to uphold public safety standards.
Supporting enforcement efforts on the ground, the HOT Team (Homeless Outreach Team), a specialized unit within the Dallas Police Department has been actively working to enforce new encampment regulations while also assisting with outreach and coordination.
This multi-layered approach reflects Councilmember Johnson’s commitment to doing the work the right way, combining enforcement with empathy, and strategy with action.
District 4 residents deserve clean, safe neighborhoods and through strong partnerships and consistent presence in the community, that vision is becoming a reality.

 District 4 Comes Together for Public Safety
District 4 took a major step forward in strengthening our neighborhoods as residents, leaders, and stakeholders gathered for the first-ever District 4 Public Safety Committee meeting. We extend our sincere thanks to everyone who showed up, leaned in, and committed to being part of the solution.
A special thank you goes to Mike Brown for his leadership in chairing this important committee. His dedication and steady guidance are helping lay the foundation for meaningful, community-driven change across District 4.
For the first time, HOA and Neighborhood Association leaders from across District 4 stepped up to the challenge, answering the call to serve on this committee. This level of engagement reflects the power of community when we come together with a shared purpose.
The mission of the Public Safety Committee is clear: to launch a Block-By-Block Campaign, focused on reducing crime and improving the quality of life for all District 4 residents. This effort is rooted in collaboration, bringing together community voices, law enforcement, and city services to work as one unified team, not in silos.
This ad hoc committee, appointed by Councilmember Maxie Johnson and led by District 4 resident Mike Brown, represents a new model for how we approach public safety; one that is proactive, inclusive, and community centered.
Together, we are building safer neighborhoods, stronger relationships, and a better District 4, Block-By-Block.

 Cadillac Heights Community Meeting: Residents Speak, City Responds
District 4 residents recently gathered at Cedar Crest Golf Course for an important community meeting focused on the future of Cadillac Heights. The meeting created a space for open dialogue between residents and City leadership.
The purpose of the meeting was to ensure both the community needs and long-term sustainability are at the forefront of the project. Residents showed up engaged, informed, and ready to advocate for their neighborhood.
A key concern raised during the meeting centered on ground contamination, as previously reported by the U.S. Army Corps of Engineers. Longtime District 4 resident Winsor Barbee brought attention to this issue, emphasizing the importance of environmental safety and transparency as development continues.
In addition, several residents expressed concerns about the park’s location within a flood plain, as well as the inclusion of a football field and track. Questions were raised about how these features would function during heavy rain events and whether the design fully accounts for flooding risks.
Community members also highlighted quality-of-life considerations, including the lack of adequate seating and parking for families who will attend games and events at the park. These concerns reflect a broader desire to ensure the space is not only functional, but welcoming and accessible for all.
Representatives from the City of Dallas Parks and Recreation Department were present to listen, respond, and engage directly with residents. Staff provided answers during the meeting and committed to following up with additional information to address outstanding concerns.
This meeting is a strong example of District 4’s commitment to “Building the Community, with the Community.” As the project progresses, continued collaboration between residents and the City will be critical to delivering green space and development that is safe, functional, and reflective of the community it serves.
