Welcome to December's edition of the District 4 Newsletter!
Dear District 4 Residents,
As we enter this beautiful Christmas season, I want to take a moment to remind all of us what this time of year truly represents. Christmas is more than lights, gifts, and gatherings; it is a season of reflection, gratitude, and renewal. It is a reminder that hope is still alive in our community, that love remains the greatest gift we can give, and that every act of kindness strengthens the bonds that hold us together.
I encourage each of you to slow down, spend time with family, check on your neighbors, and share kindness wherever you go. Lend a helping hand to someone who may be struggling. Be patient. Be generous. And in the spirit of the season, offer forgiveness to others, and just as importantly, to yourself. None of us are perfect, but all of us are capable of growth, compassion, and grace.
District 4 is strong because we show up for one another. This holiday season let’s continue Building the Community with the Community by choosing unity, love, and service.

In District 4, we are blessed with residents whose passion, courage, and commitment help shape the heartbeat of our community. This month, we proudly shine our Community Spotlight on Mrs. Joan Jackson-Bouldin of the historic Beckley Club Estates; a woman whose leadership and unwavering advocacy have made a lasting impact on Southern Dallas.
Mrs. Jackson-Bouldin is more than a neighborhood leader; she is a force of truth, a voice of accountability, and a champion for the people. Known for her fearless honesty, she has never hesitated to speak up, push for results, and make sure District 4’s concerns are heard at every level of government. Whether addressing issues of neighborhood preservation, safety, quality of life, or equitable investment in Southern Dallas, she brings clarity, conviction, and purpose to every conversation.
Her engagement is matched only by her deep love for this community. From attending public meetings to uplifting neighbors, Mrs. Jackson-Bouldin embodies what it means to “bring truth to power.” She reminds us that progress requires not only passion, but also persistence; and she has modeled both for years.
District 4 is stronger because of residents like her. Her voice has helped guide leaders. Her advocacy has sparked action. Her commitment has inspired many.

Oak Park Estates Neighborhood Association
District 4 is proud to recognize Tom Forsyth, our City Zoning Commissioner and a dedicated resident of Oak Park Estates.
Tom plays an essential role in guiding responsible development across District 4. His fairness, attention to detail, and willingness to listen have made him a trusted voice at City Hall and in our neighborhoods.
In Oak Park Estates, Tom is an active and engaged community member. He regularly attends neighborhood meetings, helps residents understand zoning and development issues, and works to ensure that community voices are heard throughout the decision-making process. His consistent presence has strengthened communication and helped keep Oak Park Estates informed, organized, and connected.
District 4 thanks Tom Forsyth for his leadership, service, and commitment to Building the Community with the Community. Congratulations, Tom!

Rapid Response to Water Main Break at Tacoma & Linfield
When District 4 residents speak, Council Member Maxie Johnson moves into action.
During the week of Thanksgiving, a D4 neighbor submitted a 311 service request reporting a water main break at the corner of Tacoma and Linfield. Rather than wait for updates, CM Johnson went directly to the location to greet the resident who filed the request and to see the issue firsthand.
Joining him on-site was Ghassan “Gus” Khankarli, Director of the City of Dallas Transportation & Public Works Department, who immediately assessed the damage with city crews. Thanks to the quick coordination between the District 4 office, TPW leadership, and on-the-ground staff, repairs began promptly; and the issue was fully resolved that same day.
This is community responsiveness in action. This is District 4. This is Building the Community with the Community.
Council Member Johnson Leads With Strength at Joint COGE / Public Safety Meeting
Council Member Maxie Johnson, Chair of the City’s Government Efficiency Committee (COGE), showcased steady, principled leadership during the recent joint meeting with the Public Safety Committee. Facing a packed chamber and intense community engagement, CM Johnson guided the discussion with clarity, fairness, and firm commitment to Dallas residents.
As Chair, he ensured every voice was heard and kept the conversation focused on facts, public safety, and community trust. His leadership helped the committees navigate a complex proposal involving immigration enforcement and federal partnerships. At the end of the meeting, the joint committee voted unanimously to shelve the proposal — a decision that aligned with maintaining strong relationships between law enforcement and the communities they serve.
Council Member Johnson’s thoughtful approach, calm presence, and dedication to transparent governance continue to set the standard for leadership in Dallas. Once again, District 4 is leading from the front "building the community with the community".
District 4 Veterans Day Parade
A Celebration of Service, Community, and School Pride
District 4 came together in powerful unity for our annual Veterans Day Parade, honoring the men and women who have bravely served our nation. The day was filled with gratitude, community pride, and incredible performances that showcased the spirit of South Dallas.
The parade kicked off at the District 4 Community Office in the Glendale Shopping Center, where veterans, families, students, and neighbors joined together to salute our heroes. The energy was electric as the procession made its way to Patriots Crossing, featuring special performances from local Dallas ISD bands and cheer squads.
One of the highlights of the day was the Battle of the Bands between South Oak Cliff High School and The Legendary Lincoln High School Wall of Sound. Their powerful musical showdown had the crowd cheering and reminding everyone why these schools remain pillars of pride in our community. Additional performances from surrounding schools added even more excitement and school spirit to the celebration.
District 4 also extends heartfelt appreciation to the Corvette Club for joining the parade and adding a classic, stylish flair to the event. And of course, a big thank you to Wingfield and Doug’s Kitchen, who made sure our veterans and community were well fed with delicious meals that brought everyone together.
This year’s Veterans Day Parade was more than an event; it was a true display of community love, respect, and unity, all in honor of the brave individuals who have served our country. District 4 salutes all our veterans and thanks every resident, volunteer, and partner who helped make this celebration unforgettable.
Parks & Rec Groundbreaking Ceremony
A New Chapter for Our Community
On October 17th, District 3 hosted a truly inspiring Parks and Recreation Groundbreaking Ceremony; marking the start of long-awaited upgrades that will uplift families throughout Southern Dallas. District 4 was proud to stand in partnership at this celebration, as this park sits at the heart of where District 3 meets District 8 along Ledbetter, a shared space that strengthens all of our communities.
A special thank you goes to District 3 Council Member Gracie for hosting this important event and for his leadership in pushing forward improvements that will benefit thousands of residents. We also extend deep appreciation to Texas State Representative Toni Rose, whose unwavering support, advocacy, and commitment to quality public spaces helped make this milestone possible.
This groundbreaking was more than a ceremonial moment; it was a promise. A promise that great things are coming to District 4 and the surrounding communities. As we turned dirt together, we celebrated progress, unity, and a shared belief that every neighborhood deserves safe, vibrant, and beautiful parks.
District 4 looks forward to the enhancements ahead and remains committed to working alongside our partners to ensure our residents have the quality amenities they deserve. The best is yet to come.
District 4 Turkey Giveaway
Serving Our Community with Gratitude
District 4 showed up in a powerful way for this year’s Thanksgiving Turkey Giveaway, proudly sponsored by Council Member Maxie Johnson and Texas State Representative Toni Rose. Hosted at the District 4 Community Office in the Glendale Shopping Center, the event brought warmth, hope, and holiday cheer to families across Southern Dallas.
Despite the cold weather, our dedicated volunteers stood strong smiling, serving, and ensuring every family was welcomed with dignity and care. Their commitment embodies the true spirit of “Building the Community with the Community.”
Thanks to their hard work and the generosity of our partners, District 4 provided 400 families with a full Thanksgiving blessing, including turkeys, hams, and all the essentials to enjoy a hearty holiday meal.
To every resident who joined us, to every volunteer who braved the elements, and to our sponsors who continue to invest in Southern Dallas; thank you. Together, we made this Thanksgiving brighter for hundreds of families, proving once again what happens when community and leadership come together.

SMU Football Players Bless Southern Dallas with 700 Turkeys at S.O.C. High School
Community Partners Unite for a Powerful Day of Service
Southern Dallas experienced a tremendous outpouring of generosity as the SMU Football Team partnered with South Oak Cliff High School to host a major holiday giveaway distributing 700 turkeys and sides to families across our community. The event brought together student-athletes, school staff, and neighborhood supporters for a day filled with service, gratitude, and unity.
This impactful effort was made possible thanks to a strong coalition of community sponsors, including:
Each partner played a key role in ensuring that District 4 and surrounding neighborhoods received the support they deserve during the holiday season. From loading cars to greeting families, volunteers and student-athletes showed tremendous heart, demonstrating what true community leadership looks like.
The SMU Mustangs brought high energy and deep compassion; proving once again that when institutions and neighborhoods work hand-in-hand, families across Dallas benefit.
District 4 extends its heartfelt thanks to all sponsors and volunteers who helped make this giveaway a success. Because of your dedication, 700 families will experience a warmer, more joyful Thanksgiving.

2026 Dr. Martin Luther King, Jr. Essay Contest
The 2026 Dr. Martin Luther King, Jr. Essay Contest is open to high school seniors residing in the city of Dallas and attending a city of Dallas high school. These scholarships are to help offset the cost of tuition, books, room and board, etc. Recipients will be required to submit a short video of their scholarship acceptance and will be formally recognized at the Dr. Martin Luther King, Jr. Scholarship & Awards Gala on Saturday, January 17th, 2026.
A top prize of $10,000 in scholarship awards will be presented.
- Submission Deadline: Thursday, December 11th, 2025, 11:59 p.m. CST. One essay per student.
- Essays must be original (not AI generated), typed, double-spaced, and a minimum of 1,000 words.
- The cover sheet must contain the student’s name, school, home/cellular phone number, and email address (do not include this information in the body of the essay).
- Student must attend a high school in the city of Dallas.
- Student must be a resident of the city of Dallas.
- Essays will be evaluated on organization, content, creativity, and grammatical structure.
Deck the Plaza – December 5th!
The annual Deck the Plaza celebration returns to Dallas City Hall on Friday, December 5, 2025, from 4:40–7:30 p.m. This beloved city tradition brings together families, residents, city employees, faith leaders, and community partners for an evening of festive cheer and holiday spirit.
This free, family-friendly event will feature:
Council Member Johnson has been invited to share a special holiday message on stage at 4:30 p.m., helping kick off the evening’s program alongside fellow council members and community faith leaders. Stage performances will begin promptly at 5:00 p.m.
The highlight of the night the annual tree lighting ceremony will take place at 6:45 p.m., followed by a spectacular fireworks show at 7:25 p.m.
Bring the family, bundle up, and join District 4 as we celebrate the magic of the season together at City Hall!
Urban Agriculture Infrastructure Support Pilot Program
2026 Grant Cycle Now Open!
Great news for District 4 growers and community gardeners! The 2026 Urban Agriculture Infrastructure Support Pilot Program is now accepting applications. This grant offers up to $10,000 in reimbursement funding to help improve tools, equipment, and facilities that strengthen our local food system.
Who can apply? ✔️ Anyone engaged in urban agriculture in Dallas ✔️ Those contributing to the local food system ✔️ Projects needing support to upgrade food-related infrastructure
