Racial Equity Plan (REP) Request for Competitive Sealed Proposals

solicitation number

The City of Dallas Office of Equity & Inclusion–Equity Division is seeking a subject matter expert for the purpose of developing a Racial Equity Plan (REP) by administering a robust community engagement process within the Dallas city limits. The selected consultant will utilize data (qualitative and quantitative) from the planning and engagement process to develop the REP that involves all city departments with a focus on external stakeholders living in communities of color, including African American, LatinX (Latina, Latino, Hispanic), Asian American, and Native American communities, as well as economically marginalized neighborhoods.

The successful consultant must:

  • Develop the REP with City staff
  • Facilitate community engagement
  • Produce an analysis of the collected data from the community engagement process that also connects the data to historical and current policy decisions,
  • Structure and facilitate City of Dallas departmental dialogues to assist city leaders in understanding and responding to issues suggested by the collected data, and
  • Produce a report that highlights the key elements that must be included in the REP based on the departmental responses to community engagement data.
  • Additionally, the consultant must be able to collaborate with private, public, and community stakeholders – especially stakeholders whose racial, ethnic, gender, religious, and/or sexual identities have historically been marginalized – to enlist their participation in developing recommendations tied to methods for measuring anticipated outcomes of the REP.
