Message from the City Manager and Chief of Equity and Inclusion

Dear Residents of Dallas,

This Black History Month the Resilience Division from the Office of Equity and Inclusion has launched their #HistoryIsNow initiative to celebrate and uplift the voices of Black leaders in our community. Now is the time to learn about the individuals behind the efforts improving our city.

This past weekend we introduced our first set of leaders and now we would also like to hear from you! Do you know of a Black leader in your own neighborhood that inspires change in others? Let us know by filling out this form, and have them featured on our social media platforms. Follow us on Twitter and Facebook to learn more about the individuals who will be featured. Feel free to post your own spotlight individuals and tag us @ResilientDAL with the #HistoryIsNow and #BlackHistoryMonth365.

Dallas County COVID-19 Vaccinations

COVID-19 Vaccine is still in very limited supply and is still being prioritized to Phase 1A Healthcare Workers. However, limited supplies of vaccine may be available for persons who meet the Phase 1B criteria (Persons 65 and older, or persons 16+ with underlying medical conditions).  To learn more about Dallas County’s vaccination policy, click here.

  • To register for the COVID-19 vaccine, call the COVID-19 Vaccine Registration Hotline to enroll at 1-855-466-8639. They are open 7 days a week from 7am-7pm.

City of Dallas COVID-19 Vaccine Registration Sites

The City of Dallas has created various COVID-19 registration sites for members of the public in Groups 1A and 1B. These will be open throughout the city in different council districts. To view updated registration locations and dates go to the city's COVID-19 website.

Dallas Community Based Testing Sites

Criteria for testing sites is as follows:

  • Persons with symptoms of potential COVID-19 infection, including fever, cough, shortness of breath, chills, muscle pain, new loss of taste or smell, vomiting or diarrhea, and/or sore throat; OR
  • Anyone 65-years-old or older, OR
  • Anyone with chronic health issues (diabetes, asthma, heart issues, etc.); OR
  • If your employer was open during the Dallas County Safer at Home Order, you can get tested even if you don't have symptoms. For a full list of CISA employees available to get tested click here
  • Persons with symptoms who have been actively engaged in large group settings, such as public gatherings or congregations of people, within the past fifteen (15) days

The community-based testing sites operate Monday through Saturday with varying times:

  • Eastfield College, 3737 Motley Dr, Mesquite, TX 75150
    • 7 a.m. to 1 p.m.
    • This location is for City of Dallas and Dallas County residents only
    • Must provide documentation of address (ex. Utility bill)
  • Ellis Davis Field House, 9191 S Polk St. Dallas, Texas 75232
    • 7:30 a.m. to 4 p.m. (or until testing limit is reached) 
    • This location is for City of Dallas and Dallas County residents only
    • Must provide documentation of address (ex. Utility bill)

Requirements (Eastfield & Ellis Davis): If you meet the criteria for COVID-19 testing, please do not delay acting. Any photo ID is sufficient including a recreation center ID, a Student ID, an ID with your name and photo. It does not need to be a government-issued ID.

The City has expanded COVID-19 testing to provide mobile testing to residents in underserved communities without transportation. Eligible residents may schedule appointments between:

  • 9 a.m. and 9 p.m., 7 days a week by calling the UrgentCare2GO screening line at 1-888-601 0568.

There are now various drive-thru COVID-19 testing sites sponsored by the State of Texas, to find a location near you visit Texas Department of State Health Services webpage and enter your zip code.


Walk Up Locations

Walk-up locations are open Monday to Friday, 7:30 a.m. to 4:00 p.m., or until testing limit is reached. No appointment required. Must be a Dallas city or county resident. Address verification required (utility bill or library card).

Additional Testing Sites

  • Walgreens, no-cost drive-thru testing site:
    • 2060 S. Buckner Blvd, Dallas, TX,
    • Hours of Operation: Open from 9:00 am - 5:00 pm, seven days a week.
    • Requirements: Residents must complete a screening survey to determine if they qualify for a test.

  • Walmart no-cost drive-thru testing site is administering COVID-19 tests at four locations:
    • Locations: To find a location near you, click here.
    • Hours of Operation: Monday, Wednesday, Friday from 7 am to 9pm.
    • Requirements: Residents who are interested must take a pre-screening test to see if it is necessary. Once they qualify the resident will make an appointment to get tested

  • CVS has opened up four new no-cost, drive thru COVID-19 locations in the North Texas region:
    • Locations: To find a location near you click here, and enter both your ZIP code and distance from your home to find a testing location near you. 
    • Hours of Operation: Patients must schedule an appointment for a COVID-19 test.
    • Requirements: More information about CVS Health and their testing sites can be found at their COVID-19 resource center.

  • Paul Quinn College, free no-cost testing:
    • Location: 3837 Simpson Stuart Road, Dallas, Texas 75241 •
    • Hours of Operation: Saturdays from 10am to 4pm
    • Requirements: Valid email address & phone number required, no insurance, residency, or symptoms required for testing
  • Baylor Scott & White no-cost, drive-thru testing site:
    • Location: 4500 Spring Ave, Dallas, TX 75210. 
    • Hours of Operation: Monday- Friday 9am to 1pm appointment only.
    • Requirements: Patients must be screened in order to schedule an appointment. To be screened for an appointment, call 214-933-8811

COVID-19 Fraud Alerts

The Office of Inspector General is alerting the public about potential fraud schemes related to economic stimulus programs offered by the U.S. Small Business Administration in response to the Novel Coronavirus Pandemic (COVID-19). Bad actors are using government logos in phishing emails. Email image links lead to websites impersonating federal agencies.

Mental Health in Children and Adolescents

Mental health is an important part of overall health for children as well as adults. For many adults who have mental disorders, symptoms were present—but often not addressed—in childhood/adolescence. For a young person with symptoms of a mental disorder, the earlier treatment is started, the more effective it can be.

The National Immigrant Justice Center is offers various services to immigrants both in English and Spanish. Services range from helpdesk to legal services for unaccompanied immigrant children, legal aid for LGBTQ immigrants and more!

COVID-19 Mental Health Support Line

Texas Health and Human Services has launched a 24/7 statewide mental health support line to help Texans experiencing anxiety, stress or emotional challenges due to the COVID-19 pandemic.

  • People can call the Statewide COVID-19 Mental Health Support Line 24 hours a day, 7 days a week toll-free at 833-986-1919.

Faith in Texas Utility Assistance Resources

Faith in Texas has compiled a list of extensive utility assistance resources for individuals in need of utility assistance among other things. Bill-payment assistance is available through individual energy companies and the Public Utility Commission of Texas.

DMA Wearable Raffia from Africa Virtual Tour

Drawn mainly from the Museum’s extensive collection of African art, this exhibition of wearable Raffia showcases garments, accessories, and textiles made from the woven fibers of raffia palm leaves from West and Central Africa and the island of Madagascar. Exploring the ingenious use of this vital material, Wearable Raffia from Africa highlights 15 works of art from several groups across four African countries.

2nd Annual Equity Indicators Symposium

The City of Dallas’ Office of Equity & Inclusion-Equity Division in partnership with Communities Foundation of Texas held the second annual Equity Indicators Symposium on Friday, January 22, 2021. The virtual event outlined intentional strategies for building an equitable and inclusive economic bounce back, through three focused panel discussions.

Title & Property Assistance Program

The Property Assistance Program (TAPA) is a collaboration between The City of Dallas and Cadilac Law, PLLC. This program seeks to provide financial assistance and education to under-served communities in the areas of title and property law.

Metrocrest Services

Metrocrest Services operates their food pantry in a self-choice operation experience that is arranged like a grocery store. Clients have a variety of produce, meats, and toiletries to choose from. The Food Pantry is open Monday through Friday 8:30am to 5:00pm.

Minnie’s Food Pantry       

Minnie’s Food Pantry provides food assistance to families and individuals determined to be eligible by TEXCAP guidelines. These measure a person’s need based on their income. They provide fresh meats, fresh produce, fresh dairy products to families. All clients at Minnie’s Food Pantry must complete a recipient form during their first visit of each calendar year.

CitySquare Food Pantry

CitySquare continues providing food and to maintain necessary safety precautions, the Food Pantry distributes pre-packaged groceries. There are no zip code requirements and clients can visit the food pantry every two weeks.

Dallas ISD Curbside Meals

Food & Child Nutrition Services is providing meals to students at no cost whether in school or virtual! Our curbside service is every Wednesday from 4:30 PM – 6:30 PM. Meals will be served at schools throughout the district.

Hunger Busters is a Dallas-based charity focused on feeding kids and fueling futures by providing a much-needed third meal of the day to food-insecure children. They host food distribution events weekly throughout the community.

AIDS Services of Dallas Medical Case Management

ASD’s Medical Case Management Program is different from other services in Dallas as it is available to residents 24 hours on weekdays and weekends for emergency referrals, counseling, and crisis intervention. MCMs continually monitor care and the changing needs of residents.

LiftFund is hosting a workshop where business owners will learn about what their business’s current credit needs are. Understanding exactly how business owners will use credit and knowing when they will need the funds allows them to plan for the future and build a healthy business.

PeopleFund Paycheck Protection Program Assistance

PeopleFund is now accepting applications for the PPP program for both first-time and second-time borrowers. The Paycheck Protection Program provides small businesses with funds to pay up to 8 weeks of payroll costs including benefits. Funds can also be used to pay interest on mortgages, rent, and utilities.
