Chief of Economic Development and Neighborhood Services Raquel Favela announces resignation

DALLAS - Chief of Economic Development and Neighborhood Services Raquel Favela announced her resignation from the City of Dallas effective September 3.

In her role, Favela spearheaded the City’s first ever data-driven Market Value Analysis (MVA) framework to help City leaders, residents and other stakeholders to understand the local residential real estate market and help inform policies around housing program design, production levels, and incentives.

In collaboration with the City Council and community stakeholders, Favela led the development of a Comprehensive Housing Policy that will help the City achieve its goals of creating and maintaining available and affordable housing throughout Dallas, promoting greater fair housing choices, and overcoming patterns of segregation and concentrations of poverty through incentives and requirements.

Favela also managed the negotiation of significant economic development projects which leveraged private investment dollars, expanding the city’s tax base, and creating over 2000 new jobs and retaining an estimated 2300 jobs. Some of the notable projects include Reimagine Red Bird Mall redevelopment which is a historic milestone for the Southern sector, Nokia’s new North American headquarters, Hillcrest Village Shopping Center, Becknell Industrial and Vistaprint Manufacturing Texas to establish a new manufacturing facility, and WWF Operating Company which secured a new manufacturing operation.

“Under her leadership, we have been able to strengthen our focus on fundamental neighborhood services, and identify short-term and long-term solutions to address revitalization efforts and economic development due diligence and strategies essential to the sustainability of our community,” said City Manager T.C. Broadnax.

Favela began her work at the City in April 2017.
