The State of Texas Procurement and Contract Management Guide, Version 4.0 is now available on the Comptroller’s website. The guide replaces Version 3.0 and incorporates procurement-related legislation from the 89th Legislative Session. It provides a framework for navigating the complexities of Texas procurement law and offers practical, step-by-step guidance to ensure agencies acquire goods and services in an effective and efficient manner.
In addition, the Statewide Procurement Division has provided a crosswalk document that shows detailed changes between Versions 3.0 and 4.0. The crosswalk document identifies nonsubstantive and substantive changes as well as applicable corresponding legislation.
