The Comptroller’s Statewide Procurement Division (SPD) has published the Texas Grant Management Standards (TxGMS). This publication fulfills part of the agency's statutory role in developing uniform assurances and standard financial management conditions to promote the efficient use of public funds in local government and in programs requiring cooperation among local, state and federal agencies.

TxGMS is the successor publication to the Uniform Grant Management Standards (UGMS) and is better aligned with the federal Uniform Guidance at 2 CFR Part 200.

For federal grant programs governed by 2 CFR Part 200, TxGMS incorporates the Uniform Guidance and the implementing regulations of the federal agencies in effect on the TxGMS publication date. To ensure a seamless adoption of changes to federal law and regulation, TxGMS is automatically amended to include all modifications to the Uniform Guidance and any associated federal agency implementing regulations that occur subsequent to TxGMS publication date. 

The TxGMS standards will apply to grants and contracts that begin on or after Jan. 1, 2022.
