DA Mulroy announces new charges in Organized Retail Theft Initiative SCDAG hosts conference with TN Organized Crime Initiative President

During this week's press conference, DA Mulroy was joined alongside Jonathan McGraw, Founder of the TN Organized Retail Crime Alliance to announce new charges in recent business burglaries as part of the ongoing initiative against organized retail theft.

Our office has charged 12 more individuals following the indictment of 15 individuals earlier this year while partnering with Memphis police. Eighteen of the individuals are still in custody and 3 are still at large with outstanding warrants. Although our internal Smash n' Grab Task force will remain in place, our office will seek similar partnerships with MPD in the near future.

Happening in Court

The case regarding Dorian Seay, the teen indicted in fatally shooting a man in April 2021 on Beale Street concluded this week with a guilty plea. Seay, 17-years-old at the time of the crime, walked up to the victim attempting to grab money from the victim's hand. When Seay's attempt failed, he pulled out a gun and shot the victim in the chest. Seay pled guilty to second degree murder with sentence of to 25 years at 100%.

First Deputy DA Chris Lareau handled this case.

Reva Marshall and Michelle Scott, both Mason, TN town employees and Memphis-Shelby County School System employees, were charged with official misconduct and theft of property over $10K. Both pled guilty to all charges and were put on diversion until next year. Both Scott and Marshall's cases were referred to our office from the TN Comptroller of the Treasury. The decision is a part of a global offer where restitution was paid to the Town of Mason.

Violence Intervention Working Group Launched As Part Of DA Mulroy Crime Summit

As part of the follow up to DA Mulroy’s Crime Summit this fall, DA Mulroy met this week with County Mayor Harris, heads of local private Violence Intervention groups, and officials from local hospitals practicing Hospital-based Violence Intervention Programs (HVIP).   Mayor Harris convened the meeting, which took place at Le Bonheur Children’s Hospital.  The group heard virtually from David Muhammad of the National Institute for Criminal Justice Reform (NICJR), who is a nationally recognized expert in Violence Intervention.  The Violence Intervention groups, including attendees Heal Memphis and Memphis Allies, target likely violent reoffenders with intensive services aimed at reducing their re-offense rate.  The hospital groups, including attendees Le Bonheur and Regional One, provide similar service interventions to gunshot victims aimed at reducing the risk of retaliation.

Cooper Young business owners and residents met with DA Mulroy and TN State Rep. John Gillespie to voice their concerns about crime, safety and legislation.

"Mulroy said as of Tuesday, 18 individuals were still in custody and three were at large with active warrants for their arrest.

“The message should be clear. If you commit these crimes, you will be prosecuted, and you will go to prison,” Mulroy said.

Mulroy said businesses should ensure they have operational security cameras. He also encouraged business owners to join the Connect2Memphis initiative to connect those cameras to MPD."

"I want to talk about the smash-and-grabs and make sure the public understands what our attitude is about these smash and grabs," Mulroy said in front of reports. "In short, enough is enough... We're looking at them. We're going to prosecute them and we're going to put them away."

Mulroy said data-sharing was one of the “five consensus priorities” that came out of a public-safety summit his office hosted Aug. 31.

“The data systems and different agencies need to be able to talk to each other,” Mulroy said. “They need to share, be able to pull data and come up with consistent, agreed-upon uniform ways of measuring things so we’re comparing apples to apples.”
