This week, the Shelby County District Attorney’s Office released video of the December 2022 fatal officer-involved shooting involving Jaylin Mckenzie and a Memphis Police Officer The videos are posted on the Shelby County District Attorney’s website. Mr. Mckenzie’s family has viewed the footage.
The three redacted videos are from the in-car camera of a patrol car and body-worn cameras from two separate officers. Viewer discretion is advised. The release is part of a recently announced new DA Office policy to speed up the release of video in officer-involved shooting cases.
“Any death is tragic; incidents like this are difficult for all involved,” said DA Mulroy. “Our office is committed to transparency in these cases, which means prompt release of video so the public can view it for themselves.”
Beyond the events shown in the video, the SCDAG’s Office cannot comment due to TBI’s ongoing investigation. Once the investigation by TBI is complete, our Justice Review Unit will review the findings and make a recommendation to the District Attorney.
Appellate Court denies AG request to expedite appeal in McKay Capital case
On Monday, the Court of Criminal Appeals sided with DA Mulroy and denied the Attorney General’s request to expedite his appeal in the capital case against Larry McKay. This decision comes after Shelby County Criminal Court Judge Paula Skahan ruled in favor of DA Mulroy and Memphis defense attorney Robert Hutton, holding unconstitutional a Tennessee state law passed earlier this year which transfers authority in post-conviction death penalty cases from locally elected DAs to the unelected Attorney General in Nashville. McKay was convicted of two murders during a robbery in Memphis and sentenced to death 40 years ago.
As agreed by all parties, the appellate court did grant an immediate “interlocutory” appeal on the constitutional issue, without waiting for the trial court to make an ultimate ruling on the defendant’s challenge to this death sentence. Appellate briefing and oral argument will proceed over the next several months, with a ruling expected next year.
Amos Barnes was in court on Monday after the victim in his Attempted First Degree Murder case testified against him resulting in the bond remaining at $150,000. The case is now set for report in October. Barnes will remain in custody.

ADA Devon Dennis for taking over as Team Leader for Vertical Division 3
ADA Devon Dennis will be taking over as supervising prosecutor for Vertical Trial Team 3, which handles cases in General Sessions Division 11 (Judge Karen Massey) and Criminal Court Division 3 (Judge James Jones). She will be taking over for ADA Chris Lareau, who was recently promoted to First Deputy, the No. 3 position in the office. Devon has been with our office since 2012 and has tried numerous cases.
SCDAG partners with City Court Clerk's Office for Restoration & Expungement Clinic
Our office partnered with the City of Memphis Court Clerk's Office for a Driver License Restoration and Expungement Clinic over the weekend. With the help of volunteers from the University of Memphis Law School, our team was successfully able to serve 163 residents! The next Expungement clinic will be held Saturday, September 16 from 10 a.m. to 1 p.m. at 867 South Parkway, St. Andrew AME Church.
