Public Hearing on Administrative Citations

There will be a public hearing on Administrative Citations (Ordinance 25-2) at next week's City Council meeting (3:30pm, Saint Paul City Hall, room 330). 

An administrative citation is a civil fine that is issued in response to a violation of local ordinance. The goal in implementing administrative citations is to develop a fair and effective tool to obtain compliance with city ordinances. Currently, many ordinances can only be enforced by criminal citation. The use of criminal citations can result in unintended consequences, such as the creation of a criminal record, for business owners and residents who are cited. Also, an administrative enforcement system will establish a city managed process that will improve timelines for resolving violations and ensure that penalties are proportional to the situations where enforcement takes place. If you would like to share your thoughts on public hearing items with the Council, you can email Contact-Council@stpaul.gov, leave a voicemail at 651-266-6805, register in advance to testify live by phone, or speak in-person at the Council meeting. 

Comments and materials submitted by 12:00 pm of the day before the meeting will be attached to the public record and available for review by the City Council.

HREEO Commission Openings

HREEO Commission


The Human Rights and Equal Economic Opportunity (HREEO) Commission has several vacancies. 

The HREEO Commission serves in an advisory capacity to the Director of the Human Rights and Equal Economic Opportunity Department, reviews the performance of the Department and hears and determines discrimination complaints under the Saint Paul Human Rights Ordinance.

Reporting Abandoned Vehicles

Abandoned vehicles
are cars, trucks, campers, boats, or RVs that have been sitting on the street, unused or driven for over a week. Public Works is asking residents to report the location, make, model, and color of the vehicle in an online form at stpaul.gov/publicworks.

Once the vehicle is reported via the form, Public Works Right of Way staff will coordinate the list (and check out some of the sites of abandoned vehicles) and then send it over to the Police Department to start the process of ticketing and potentially towing the vehicle. Not all reported vehicles may be ticketed or removed. To be removed by the City an abandoned vehicle must be ticketed by Saint Paul Police and then towed to a City owned impound lot.

Register January 1-31 online, in person, or over the phone by calling any recreation center.

  • Volleyball - ages 7-18.
  • Futsal (indoor soccer) - ages 3-14.

Volunteers Needed for 2025 Point-in-Time Count

Point in time count


Volunteers are needed for the 2025 Point-in-Time (PIT) Count, on Wednesday, Jan. 22.

The Point-in-Time Count, or “PIT”, is an annual count of all persons experiencing homelessness on a single night. The PIT takes place nationwide, and is required by the U.S. Department of Housing and Urban Development (HUD).

Together, the PIT and the Housing Inventory Count enable communities to identify potential gaps in service delivery and inform decisions around policies and funding.

Volunteers must attend one of the following training sessions:

  • Monday, Jan. 13: In-person at Rondo Community Library, 6-7:30 p.m.
  • Wednesday, Jan. 15: Virtual, 1-2:30 p.m.
  • An additional virtual Night-of Plan Review will be held Tuesday, Jan. 21, 1-2:30 p.m.

Weight Stigma Survey

Weight Stigma Survey


Ramsey County Public Health is conducting a countywide survey to investigate the harms of weight stigma in healthcare, workplaces, and beyond. This data will be used to inform stakeholders and establish priorities for our Size Inclusive Ramsey County initiative (SIRC) initiative.

The survey is available in 4 languages, is for ages 18 or older and people of all sizes. Go to the website for more details and survey links at ramseycounty.us/help-reduce-weight-stigma. Those who complete the survey can enter a drawing for one of ten $50 gift cards.
