Mayor Carter's 2025 Budget Address

Mayor Carter 2025 Budget Address


This week, Mayor Melvin Carter delivered his 2025 Budget Address, announcing his proposed budget for the upcoming year. Mayor Carter’s budget totals $855 million, with a general fund budget increase of $24.5 million and a property tax levy increase of 7.9%, totaling an increase of about $11 per month on a median-value home. 

Highlights of the 2025 budget proposal include new firefighter positions and promotions to operate a new fire station, an all-in housing approach that will launch an office-to-housing conversion study, activating public spaces in downtown, and climate investments.

ABOUT THE CITY OF SAINT PAUL BUDGET PROCESS 

Following today’s delivery of the 2025 Budget Proposal, the City Council will now begin meeting with department leaders to review the Mayor’s proposed budget. As required by state law, the City Council will set the maximum property tax levy in September. Budgets may be adjusted, but they cannot exceed the maximum tax levy. 

Before the end of the year, the City Council will hold public hearings on the budget and vote to adopt a 2025 budget and tax levy for the city. While the budget may represent changes made by the City Council to the Mayor’s proposed budget, the Mayor has line-item veto authority over the Council-adopted budget.

Get Involved: Volunteer at the Citywide Drop-off Event Sept. 14 @ Fairgrounds

Citywide Drop Off Sept 14 2024


The St Paul Department of Public Works partners with district councils to organize annual citywide drop-off events for residents to properly dispose of large refuse items and recyclable materials not collected via the residential recycling program.

District 10 helps coordinate the event held annually at the State Fairgrounds, and they are seeking volunteers! Volunteers get a voucher for a free drop-off and there will be food provided. Sign up for a shift on our Volunteer Registration Form!

Each year, the Saint Paul City Council recognizes businesses in five award categories for the Saint Paul Business Awards:

  • Alice O'Brien Award - Honoring a woman-owned business that is committed to equity and empowerment
  • Good Neighbor Award - Honoring a business that shows a dedication to improving the community
  • Traditions Award - Honoring a business that has been active in Saint Paul for at least 20 years
  • People’s Choice Award - Honoring a business that is recognized for its excellence by Saint Paul residents
  • New Kid on the Block Award - Honoring a business that has opened in Saint Paul within the last five years

The nomination period is from July 1st, 2024, to August 23rd, 2024 at noon CT. All applications are due on Friday, August 30th, 2024 at noon CT. Take the Public Works ADA Transition Plan Survey

Public Works has begun work on an ADA (American with Disabilities Act) Transition Plan with support from HREEO (Human Rights & Equal Economic Opportunity).

Please consider taking the Saint Paul ADA Transition Plan survey. If you would like to take the survey over the phone, please call 763-340-1825.

Your responses will help the City better understand the accessibility issues on Saint Paul streets and will help identify priorities for making improvements.

St Paul Youth Commission - Apply by August 18

Saint Paul Youth Commission


The Saint Paul Youth Commission is a great opportunity to make a difference in the community you live in, meet other students with similar interests, and grow leadership skills.

To be eligible for the Youth Commission, youth must:

  • Live in the City of Saint Paul   
  • Be in 9th-12th grade while serving on the Commission  
  • Commit 6-10 hours a month, Sept - May 
  • Have a desire to make Saint Paul the best city to live and thrive 

This school year commitment meets every other week. Dinner and transportation is provided and a $400 stipend at the end of the year.
