Funding for China Friendship Garden Artwork and Rec Center Deferred Maintenance Projects
There were two big items during this week's Council meeting that will provide helpful funding to amenities in our Ward!
Wards 1, 2, 6 and 7 came together to dedicate Neighborhood Year-Round STAR funding for the Minnesota China Friendship Garden Society to engrave the Pandau Symbol on the Hmong Plaza in Liu Ming Yuan at Phalen Park. Thank you to Councilmembers Jane Prince and Rebecca Noecker for their partnership in supporting this next step of the ongoing construction of the garden! Ward 6 Year-Round STAR financing has also been approved for the St. Paul Parks Department in Partnership with Saint Paul Parks Conservancy for improvements to 5 recreation centers, including: Arlington Hills Community Center, Duluth & Case Recreation Center, Hayden Heights Recreation Center, Hazel Park Recreation Center, and Phalen Recreation Center. This funding will be used to make permanent improvements at each facility, focusing on deferred maintenance projects that have not been addressed through the regular City budget process. This will only cover a small part of the deferred maintenance needs at each site, but I'm glad our our office will be a direct part of helping these improvements along! Greater East Side Community Picnic and Potluck
Celebrate with your Greater East Side neighbors at the Greater East Side Community Picnic and Potluck! It will be from 5-7pm on Wednesday, July 19th at Beaver Lake Park.
Payne-Phalen Community Cookout
You're invited to the Payne-Phalen Community Cookout! Saturday July 22, 2023, 4 - 7 PM at the Phalen Park Pavilion (1600 Phalen Drive). There will be free food and games for all ages!
Call for Artwork Submissions - 2023 Solidarity Street Gallery
Join in celebrating the tapestry of cultures in our neighborhood! Participate in the 2023 Solidarity Street Gallery fine-art exhibition on September 8 and 9 - in its 4th year in 2023!
This call for artwork is open to all - and free! "We are encouraging all visual artists to participate, be they local or national, and be they well established or emerging! We are seeking diverse representation of all the groups who live, work and shop in our neighborhood - and yours - be they recent immigrants, new arrivals in the neighborhood, or long-term residents."
Please submit your art for the 2023 Solidarity Street Gallery by July 31st.
2023 Neighborhood STAR Applications Open
Applications are now open for the 2023 Neighborhood STAR program funding round. Completed applications must be submitted by Monday, July 31 at 4 p.m.
STAR funding may only be used for permanently affixed, physical (“bricks and mortar”) enhancements which strengthen and/or improve the neighborhoods of Saint Paul. Projects may include commercial and/or housing rehabilitation, parks projects, streetscape projects, creative placemaking/place-keeping, and economic development activities with an expected life of seven or more years. Public, private, non-profit or for-profit entities located in or doing business in Saint Paul may apply for STAR funds.

Program changes for 2023
The Saint Paul City Council recently adopted guideline changes for Neighborhood STAR to increase accessibility to grant funds. These changes include:
- In 2023, Neighborhood STAR will be a grants-only program (no loan awards)
- Grant requests of up to $50,000 will no longer require matching funds. Going forward, only grant requests of over $50,000 will require one-to-one matching funds in the full amount of the Neighborhood STAR funding request.

Check out East Side Neighborhood Development Company’s Friendly Storefronts Program - Grant funding is available for façade improvement projects on a first come basis.
