Honoring Juneteenth & Pride
This month, City Council passed two resolutions, honoring Juneteenth and Pride celebrations in Saint Paul!
Juneteenth Independence Day, June 19th, a celebration of Black liberation, is as an extremely significant day of remembrance and acknowledgment of the history, freedom, culture, strength, perseverance, and achievement of the past, present, and future generations of the African American community. Since 2021, the United States Congress and President Joe Biden took formal action to make Juneteenth a federal holiday, and in Saint Paul, Mayor Melvin Carter established Juneteenth as an official city holiday. Current reparations work in Saint Paul includes the creation of the Inheritance Fund, part of a program that affords low-income families from Saint Paul’s historic Rondo Neighborhood the opportunity to rebuild wealth through homeownership. The Inheritance Fund is available through two City programs: the Downpayment Assistance Program and the Homeowner Rehab Program.
The Saint Paul City Council also recognizes the 51th Anniversary of Twin Cities Pride and will continue furthering the actions around LGBTQ+ issues to ensure that Saint Paul continues to be an inclusive community for people of all backgrounds and orientations.
I'm proud that in 2023, the State of Minnesota lead by example and passed laws protecting the LGBTQ+ community in the legislative session, including expanding access to healthcare for trans Minnesotans, making Minnesota a trans refuge state, codifying access to abortion and reproductive freedoms and making record investments in LGBTQ+ communities in every area of life. Paint the Pavement - TOMORROW!
The Greater East Side Community Council invites you to participate in a community art installation - Paint the Pavement!
TOMORROW, Saturday, June 17th from 9 am - 6 pm at the intersection of Ivy Ave E and Kennard St North
It's not too late to sign up as a volunteer to Paint the Pavement with muralist BriiNoir!
Please come when you can, no need to stay the whole day!
Seeking Artists of All Disciplines
Seeking experienced artists, makers, and crafts people to join a paid public art team in East Saint Paul.
The Payne Phalen Community Council and Wonderlust Productions are seeking artists of all disciplines with experiende living or working in the Payne Phalen area, to collaboratively develop public art that captures the community's dreams for the district and invites ongoing participation in community in planning its future.
You don't need to know anything about city planning, the learning will be collaborative. The only requirements are that you are an experienced artist, you have an invested experience around the neighborhood, and you are excited to work collaboratively with the community. If selected for the team, you will be compensated $35/hour for your time working on this project. The time commitment is somewhat flexible and will take place between July and December 2023.

Payne Phalen Survey - Design A City
Remember the Payne Phalen Community Council's Earth Day in 6 Languages? What an amazing event! Thank you for your ideas on environmental justice, the concept of home, and how we can design a more inclusive and sustainable city!
The Payne Phalen Community Council wants your input on how to make these design happen! Leave your thoughts on 2-3 designs (or more). Then be sure to forward the link to anyone who lives, works, or has a strong connection to the Payne-Phalen neighborhood.
Also, if you have a new design for a more inclusive and sustainable city of your own send it to district5@paynephalen.org and it will be added to the form.
Saint Paul Bicycle Plan Open House
Join in to learn more about the updated Saint Paul Bicycle Plan draft, talk to staff, and share your feedback.

Share your feedback by posting comments on the interactive Bicycle Plan Network Map. You can also share more in-depth feedback through the survey. Your feedback will be used to update the draft Bicycle Plan. The deadline for feedback is July 31, 2023.
Next steps:
- City staff will review your feedback and use it to update the Bicycle Plan.
- The updated Bicycle Plan will go to the City Council for a public hearing and adoption towards the end of the summer.
- Once the updated plan is adopted, city planners and engineers will use the updated Bicycle Plan to make decisions about the design of streets in Saint Paul.
