Recognizing Chertoua Yang and Kazoua Xiong

This week, I sponsored a resolution recognizing Chertoua Yang and Kazoua Xiong for their service to the Saint Paul Hmong community. 

Chertoua enlisted and joined the U.S. Central Intelligence Agency’s Secret Army in 1970 to replace his father as a foot solider of the Special Guerilla Unit at just 15 years old and served two years with GM 26, 211st Battalion, 5th Company before he was reassigned to GM 21, 201st Battalion, 3rd Company.  Chertoua and Kazoua met in the deep jungles and high mountains of Laos, fell in love, and got married on March 4, 1978 before fleeing their homeland to resettle into the refugee camps of Thailand.

Together, they sought political asylum and immigrated to the United States in 1994 where they lived in California before moving to Minnesota in 1996. They have since dedicated much of their lives to serving the Saint Paul Hmong community by preserving Hmong culture and uplifting Hmong history in partnership with several community leaders and organizations.

Chertoua and Kazoua will celebrate their 45th wedding anniversary on Saturday, March 4, 2023. Therefore, the Saint Paul City Council honors Chertoua Yang and Kazoua Xiong for their service to the Saint Paul Hmong community, proclaiming Saturday, March 4, 2023 to be Chertoua Yanga and Kazoua Xiong Day in the City of Saint Paul.

The Neighborhood STAR Board has not been able to achieve a quorum for several months due to dwindling membership and low participation. The board's recommendations are needed to advance Year Round STAR projects!

The Sales Tax Revitalization Program (STAR) board is made up of 21 members appointed by the Mayor for four-year terms. City residency is required and Minnesota State Law requires three representatives to be appointed from each City Council Ward. Meetings take place monthly on 3rd Fridays.


Paint the Pavement - Public Art Opportunity!

The Greater East Side/District 2 Community Council is seeking an artist or collaborative team to design and create artwork that can be painted on the intersection of Kennard and Ivy near Prosperity Park. This project aims to slow traffic which has become an issue due to it's proximity to major roads (White Bear Avenue and Maryland Avenue) as well as the park and reflect the neighborhood.

The artist will work with the community to design a mural to be painted by volunteers in June of 2023.District Council staff will assist the artist in engagement and volunteer recruitment for the implementation of the design.

It is highly recommended that artists visit the site in person prior to design to better envision the project. All designs must meet community as well as City Public Works staff approval and must be original and without inclusion of copyrighted graphics or logos. The selected artist or team will be awarded $6,000 to complete the project. This amount must cover all costs, including artist fee, materials, and artist insurance.

Request for Grant Proposals -Community Gun Violence Prevention

St. Paul’s Office of Neighborhood Safety is currently accepting application proposals for programs that promote health and well-being for the Saint Paul community and reduce barriers to safety by disrupting gun violence, youth violence, and group-based and structural violence trends.

Programs should creatively incorporate elements of Community First Public Safety recommendations and seek to prevent, intervene, or interrupt activities that impact public safety and/or rehabilitate communities adjacent to or impacted by violence.

  1. Community Impact: Delivered high impact financial health, community wealth building, or fair housing program, policy, or strategy impacting Saint Paul residents
  2. Community Impact – Youth: Delivered high impact financial health, community wealth building, or fair housing program, policy, or strategy focused specifically on youth between the ages of birth to age 24.
  3. Community Innovation – COVID response: Advanced a cutting-edge financial health, community wealth building, or fair housing program, policy, or strategy in response to the economic impacts of COVID 19.
  4. Community Innovation – Financial inclusion: Advanced a cutting-edge financial inclusion program, policy, or strategy impacting Saint Paul residents. Financial inclusion means that individuals and businesses have access to useful and affordable financial products and services that meet their needs – transactions, payments, savings, credit and insurance – delivered in a responsible and sustainable way.
  5. Community Impact – Advocate. A non-managerial role for an individual working directly on the front lines with Saint Paul residents to advance financial health, community wealth building, or fair housing. The award winner will be a staunch advocate and effectively achieved participant-centered goals.

The Saint Paul City Council has announced the launch of the application process for the Saint Paul Recovery Act Community Reparations Commission

This 11-member Commission will serve as an advisory body to the Mayor and the City Council on matters related to damage caused by public and private systemic racism in the City of Saint Paul which resulted in racial disparities in generational wealth, homeownership, health care, education, employment and pay, and fairness within the criminal justice system among the American descendants of slavery.

Youth Summer Sports Registration Now Open

Sign up for summer youth sports! Registration fees have been eliminated for youth sports 10U and up (ages 9+) at all recreation center sites.

Discussions are underway about a possible restriction on truck parking in St Paul. A possible ordinance could limit semi parking to off-street locations only within the city.

Do you own a business or run a non-profit in St Paul's 6th Ward? Are you in need of funding for a time-sensitive building repair or improvement?

You may be eligible for a Year-Round STAR Grant from Ward 6. Please email our office at Ward6@stpaul.gov with information on your project and to receive an application.

Applications are subject to approval from the St Paul STAR Board and St Paul City Council. Funding is given as reimbursement for approved expenses, up to $15,000 per project per year.
