St. Paul Ward 5 Update

Pick up your car from the impound lot

License fees reduced by 25% for all businesses named in Governor Walz’s Executive Order 20-04, including any subsequent clarifying orders. Businesses with a license renewal due before August 1, 2020 will also be provided a 90-day extension past their due date to pay their renewal without penalty.  

All towing and storage charges are waived for vehicle owners reclaiming their cars from impoundment. Charges will be waived for vehicles in the snow impound lot through May 6 and the Barge Channel lot through May 8. This action has been implemented by the Mayor administratively. Please go to stpaul.gov/impound for more information. 

Referrals to collection agencies for debts owed to the city that are 90 days past due will be temporarily suspended through June 30, 2020. Overdue invoices will continue to be tracked during this period but will not be sent to collections. This action has been implemented by the Mayor administratively.  

Collection of street assessments that would be levied in 2020 will be delayed until 2021. The assessments that will be delayed include street reconstruction projects, seal coating, and mill & overlays. This action has been implemented by the Mayor administratively.  

These measures come following other actions to support those most vulnerable including the Saint Paul Bridge Fund of Families and Small Businesses, the suspension of water shut-offs in, and requesting the suspension of evictions with the Ramsey County Sheriff.


Collegebound Saint Paul needs partnerships

CollegeBound Saint Paul

We are in search of community organizations to become referral and enrollment partners for CollegeBound Saint Paul! Community partnerships will be a critical foundation of CollegeBound Saint Paul as they have the trust and rapport built with families through their existing programs and services. Outreach, referral, and enrollment partners will provide program information to eligible families they serve, provide referrals to the program, and/or assist families enroll into the program using the online or paper form.

  • Outreach Partners – organizations that want CollegeBound Saint Paul materials at their site for distribution.
  • Enrollment Referral Partners – organizations that will provide CollegeBound Saint Paul program information to eligible families and refer families to the online or paper form.
  • Assisted Enrollment Partners – organizations that will provide CollegeBound Saint Paul program information and assist families enroll via the online or paper form.

Partnership Forms Deadline May 29th, 2020 @ 5:00 PM.

Comcast Extends Comprehensive COVID-19 Policies to June 30

 No Disconnects and Waiving Late Fees:

  • We will not disconnect a customer’s Xfinity Internet, Xfinity Mobile, or Xfinity Voice service.
  • We will waive late fees if customer’s contact us and let us know they cannot pay their bills during this period.
  • Our care teams are available to offer flexible payment options and help find other solutions.

Xfinity WiFi Free for Everyone:

  • Xfinity WiFi hotspots in business and outdoor locations will be available to anyone who needs them for free – including non-Xfinity Internet subscribers.
  • For a map of Xfinity WiFi hotspots, visit http://www.xfinity.com/wifi
  • Non-Xfinity Internet subscribers can connect by clicking the Accept & Connect button.
  • Non-subscribers can renew their complimentary sessions every two hours.

Internet Essentials Free to New Customer Through June 30:

  • We are extending our offer of 60 days of complimentary service for new customers through June 30.

    • IE speeds have been permanently increased to 25mg
    • Our Sponsored Service Program is available to any school district and/or organization wanting to cover the cost of service for eligible families who cannot afford it. We would appreciate the opportunity to discuss this further with you if you see this as an opportunity in your community.
    • For families concerned about providing a Social Security Number, we now accept several different forms of identification.

Saint Paul meals updates

To address growing food insecurity in Saint Paul due to the COVID-19 pandemic, the City is partnering with Youthprise, Arts-Us, and the Sanneh Foundation  to provide free meal service through June 5 to Saint Paul families in need. Families with a minor child in the home will be eligible to pick up one meal bag per child per week. Each meal bag contains 7 dinner meals and 7 snacks including fresh fruits and vegetables, juice, a variety of sandwiches, crackers, cheese, milk, and more. The meal bags will be available for pick up at the following times and locations: 

Tuesday and Thursday, 2-4 p.m. 

  • El Rio Vista Community Center (Neighborhood House), 179 Robie St E 
  • McDonough Recreation Center, 1544 Timberlake Rd 
  • Palace Recreation Center, 781 Palace Ave 

Tuesdays and Thursdays, 1-4 p.m. 

  • Conway Recreation Center (Sanneh Foundation), 2090 Conway St 

Wednesdays and Fridays, 2-4 p.m. 

  • Arlington Hills Community Center, 1200 Payne Ave 
  • Rice Recreation Center, 1021 Marion St.
