Subject: Notification of Road Closures and Traffic Delays for Parades, Running Race & Fireworks
There are two Saint Paul Winter Carnival Parades, Grand Day (Sat., Jan. 27, 2018, 2:00 PM) and Torchlight
(Sat., Feb. 10, 2018 5:30 PM), and a running race SECURIANWINTERRUN (Sat., Jan. 27, 2018, 9:00 AM) that will have impact to traffic and parking in Saint Paul.
Saturday, January 27, 2018 – Grand Day Parade and SECURIAN WINTER RUN
- Parade staging will begin as early as 11:30 a.m. on Cliff Street off W. 7th. Staging will travel from Grace Street to Western, to St. Clair, to Cliff Street.
- The parade begins at 2:00 p.m. and will be concluded by 3:30 p.m. The roads will open as the parade passes by as determined by St. Paul Police.
- The parade will go Eastbound on W. 7th Street to 5th Street to Market Street, around Rice Park and will disperse on 4th Street exit to St. Peter and/or Wabasha out onto Kellogg.
- There will be no parking available at the meters surrounding Rice Park. Please observe posted signs.
- In addition, the SECURIAN WINTER RUN will be on Saturday, January 30th from 9am-noon which will impact traffic on Jackson between 5th and 6th Streets, 5th Street to Washington Street, Kellogg to Shepard/Warner Road to 35 E. The East bound lane on Shepard Road will remain open for Residents from 35E., to Jackson.
Saturday, February 10, 2018 – Torchlight Parade and Fireworks
- Parade staging will begin as early as 3 p.m. on Prince Street and behind CHS Stadium. It will travel from Prince to 4th Street to Wacouta, go North on Wacouta to 5th Street. 5th Street at Wacouta will be the step off of the Parade. It will travel Westbound on 5th Street to Washington Street, Rice Park. Dethroning will be on the James J. Hill Library Steps on 4th Street at Washington.
- The parade begins at 5:30 p.m. and will be concluded by 7:00 p.m. The roads will open as the parade passes by as determined by St. Paul Police.
- There will be no parking at meters along the route, including 5th Street. Please observe posted signs.
- There will be excessive traffic in the area of the Xcel Energy Center and Ordway Center to due to the Rodeo and a show at the Ordway.
- There will be fireworks following the Torchlight Parade at 7:15 p.m. Fireworks will be shot from Rice Park this year, directly after the Dethroning.

St. Paul Police officers will be present at all major intersections to assist with traffic flow. Emergency vehicles will have road access in case of emergency.
