Hello Friends and Neighbors!

Tolbert

Wow- Summer has sped by. I can hardly believe it’s already the end of August. This summer the Ward 3 office has been hard at work managing road construction projects across the ward. I know residents have been feeling the pain of rerouted traffic and congestion. Thank you for your patience while we work to improve our roads. Check out our newsletter below for what else we’ve been up to, and, as always- feel free to contact my office with questions or concerns.

Ford Update

Last November the City kicked off a series of public meetings around the redevelopment of the Ford Site that focused  on the City’s Energy Study, Parks and Open Space, Bicycles, Pedestrians and Transit, Streets, Traffic and Parking, Water, Waste, Art and Greenery, and Jobs and Housing. These meetings were a great opportunity to reiterate and refine key principles that were identified through separate studies since the plant announced its closing in 2008. Through this process we are getting closer to a strong, community-driven vision for the site. At this point the City is working closely with Ford and the Minnesota Pollution Control Agency to get a clear idea of the level of soil and water contamination on the site. Once this is known we will be able start mapping out zoning and infrastructure on the site. The City has limited influence on the site as a whole, as it is owned by Ford and is expected to be purchased by a private real estate developer. However, I am committed to using the tools the City has at their disposal (for example zoning, platting, street infrastructure, etc.) to ensure that we have a site that connects and enhances Highland Park and the City of Saint Paul. If you missed any of the meetings or want to chime in with your vision for the site, please visit the City’s updated Ford Website.

Meet the Ward 3 Intern

This summer the Ward 3 Office has had the privilege to work with Mapy Mejia.  Mapy is an incoming sophomore at the College of Saint Benedict who grew up on the Eastside of Saint Paul. Currently, she is double majoring in Political Science and Sociology with a minor in French. Mapy has helped our office research various policy initiatives and has worked with Sibley Manor Apartments to improve snow emergency parking compliance.  She brings a strong sense of curiosity, positivity and a “can-do” attitude to the Ward 3 office. We are excited to follow her bright future.

Cleveland Bike Lane Update

I have been working with Council President Stark’s office and Public Works to come up with an in-depth, efficient process that fully vets a bike lane on or near Cleveland Avenue. A task force has been created, made up of district council representatives, business owners, St. Kate's and St. Thomas, bike advocates and the chair of the Planning Commissions' Transportation Committee.  The task force is charged with developing a recommendation by December 1, 2015. The Council will vote on that recommendation in December and a bike lane is expected to be constructed in the summer of 2016. I think the additional time to discuss options will allow for a community-supported bike lane from Highland Village all the way north to University.

Saint Luke's Farmer's Market

The Highland Business Association decided this summer that they could no longer host weekly farmer’s markets at the corner of Ford and Cleveland for multiple reasons.

After working closely with the City’s Department of Safety and Inspections, I am very pleased that Saint Luke’s Lutheran Church was able to obtain the necessary permits to now offer the market at their church.  Please visit them every Saturday through September from 8:00 a.m. until noon.  My sincerest thanks to the HBA for providing the Farmers Market in the past, and to St. Luke’s for continuing to serve our community.
