Rainier Ave S Phase 4 Improvements Newsletter
Street, sidewalk, and driveway upgrades beginning soon
As you know, construction continues for the Rainier Ave S Phase 4 Improvements Project. Crews will begin repairing the street and sidewalks and completing street upgrades in various areas along Rainier Ave S. Work will begin as early as Monday, March 17. Crews will aim to complete this work during the daytime (7 a.m. - 8 p.m.) when possible. Occasional nighttime work (8 p.m. – 6 a.m.) may be needed to limit traffic impacts caused by closing multiple lanes intermittently.
During this work, the community can expect:
-
Noise and vibration. Crews plan to carry out their noisiest work primarily during the daytime, aiming to finish it as early as possible in the evening.
-
Street, sidewalk and/or lane closures and detours. Driveways may need to be temporarily closed when we upgrade the sidewalks that cross driveways on Rainier Ave S. If driveways need to be closed for upgrades, our team will notify individual properties in advance.
-
Dust and debris in the air surrounding the project area.
-
Occasional odors during construction activities.
-
Crosswalk and sidewalk closures and detours for people walking and biking.
What you need to know
- Not all businesses along Rainier Ave S are impacted. Those impacted by this work will be notified in advance with a flyer and email.
- Access in and out of driveways will be maintained. However, occasionally, driveways may need to be temporarily closed when we upgrade the sidewalks that cross driveways on Rainier Ave S. If driveways need to be closed for upgrades, our team will notify individual properties at least 72 hours in advance.
- Crosswalks and sidewalks may need to be temporarily closed when we upgrade the sidewalks that cross driveways on Rainier Ave S. Proper signage will be placed and our team will notify the community of detour routes for people walking and biking, when necessary.
- This project may require temporary changes to King County Metro bus stop locations and routes on Rainier Ave S. The best way to stay up to date on changes to transit routes is to sign up for King County Metro Transit Alerts. You can subscribe to the bus routes you use and receive notifications via email or text.

Crews are currently finishing up the storm and sewer work along the project corridor. Once these underground utility upgrades are completed, we will begin repairing the street and sidewalks and completing street upgrades. This work includes pouring and curing concrete.
Noise mitigation measures
Crews are taking the following measures to mitigate the impacts of noise on the surrounding community:
- When possible, using reduced noise equipment
- Limiting vehicle idling
- Frequently inspecting equipment and vehicles to prevent unnecessary loud noise due to faulty mechanisms
- When possible, using flagging personnel instead of back-up warning devices on vehicles except for dump trucks
- Securing truck tailgates to reduce the shifting of debris and materials when trucks are moving
- Removing debris from project area to reduce scraping and grinding noise when possible
- Prohibiting unmuffled brakes on construction vehicles in the project area
Dust and debris mitigation measures
Crews are taking the following measures to mitigate the impacts of dust and debris on the surrounding community:
- Covering bare soil with grass or mulch areas that don’t receive vehicle traffic
- Using a water truck or temporary irrigation to keep haul roads damp
- Applying dust-retarding products
- Regularly cleaning and maintaining equipment
- Using air scrubbers to contain and remove dust
- When possible, curtailing or preventing the creation of new debris
