The PGCPS Administrative Directive System is dedicated to assisting school system employees in the effective and consistent performance of their duties.

In an effort to keep employees informed regarding substantive Administrative Procedure (AP) and Board Policy changes, the Office of General Counsel will provide regular updates via this e-newsletter.  All Administrative Procedures and Board Policies are available on the PGCPS website.

For your information, the following Administrative Procedures were updated recently:

  • Administrative Procedure 0500 - School Visitors
  • Administrative Procedure 4107 - Requests for Second Assignment
  • Administrative Procedure 5113 - Student Attendance, Absence and Truancy
  • Administrative Procedure 5115 - Student Appeals of Extended Suspensions and Expulsions
  • Administrative Procedure 5183 - Transgender and Gender Non-Conforming Students
  • Administrative Procedure 10501 - Audiovisual Recording of School Buses


AP 0500 - School Visitors

PURPOSE:  To establish procedures governing visitors to Prince George’s County Public Schools (PGCPS).

Changes to AP 0500 include:

  • clarified procedures for pre-screening and escorting visitors; and
  • new language about virtual classroom visits for parents/guardians and advocates.

AP 4107 - Requests for Second Assignments

PURPOSE:  To outline procedures for approval of employees to work Second Assignments.

Changes to AP 4107 include:

  • clarification that employees are only permitted to have one active second assignment at a time;
  • removal of Position Review Committee approval;
  • clarification of the exception to the use of second assignments for ten (10) month school secretaries;  
  • a request that forms be typed;
  • an increase in the time that forms must be received prior to the start date; and
  • the addition of a Policy section and updating the Related Procedures and Maintenance sections.

AP 5113 - Student Attendance, Absence and Truancy

PURPOSE:  To establish procedures for recording and excusing absences and to indicate steps to prevent truancy.

Changes to AP 5113 include:

  • new language addressing student mental health days; and
  • revisions pertaining to virtual learning and attendance during hybrid instruction.

AP 5115 - Student Appeals of Extended Suspensions and Expulsions

PURPOSE:  To clarify the procedural process for requesting an extended suspension or expulsion and the rights of students in the suspension and expulsion appeal process. 


Changes to AP 5115 include:

  • updated definitions;
  • updated process for makings a determination of when an extended suspension or an exclusion is warranted;
  • updated timeline and procedural requirements for appeals; and 
  • updated section on educational placements.

AP 5183 - Transgender and Gender Non-Conforming Students

PURPOSE:  To provide information and guidance to students, parents and school staff on the rights, responsibilities and best education practices to support transgender and gender non-conforming students in Prince George’s County Public Schools.


AP 5183 is a new Administrative Procedure.

AP 10501 - Audiovisual Recording on School Buses

PURPOSE:  To explain the process and use of audiovisual recordings on Prince George’s County Public Schools (PGCPS) buses.

Changes to AP 10501 include:

  • updating the surveillance to be audiovisual, instead of just video;
  • providing that cameras are now on all buses;
  • revising the process for retrieving a recording; and
  • updating procedures related to the recording of students and employees on the interior of of the school bus and audiovisual recordings on the exterior of the school bus.
