What is 311?
311 provides a single point of contact for community members to access City services. The program also offers information and referral services for other local government, community and social service programs, including vital, time-sensitive public notifications during emergencies and disasters. 311 staff include service dispatchers that are available 24 hours a day, seven days a week that respond to non-emergency road and parks maintenance needs.

In June 2026 PDX 311 answered 19,352 requests from community members, including phone calls, emails, and in-person requests at the Portland Building.
Contacts to PDX 311 decreased by 15% between June 2025 and 2026, primarily due to fewer inquiries related to Cooling Portland and Portland Solutions. In 2025, a new form of government also created unique contact drivers, with 311 supporting many questions. This year, more people are familiar with the new structure, reducing some contacts.

Community members contacted PDX 311 most frequently about reporting a campsite or requesting a clean up, automatic transfers from 503-823-3333 Public Safety Non-Emergency dispatch line, and to apply for an cooling unity through the Cooling Portland program. June 2026 was the last month for Cooling Portland applications.

PDX311 is working with the Bureau of Technology Services and many City programs to modernize and streamline phone, email, and online customer service and replace outdated technology like TrackIT. The goals of this work are to make it easier for community members to report common issues or request City services and to help City staff more efficiently respond to these requests.

In June, community members used these improved online forms to submit 24,265 reports, requests, and applications. The top five forms by number of submissions were: reporting a campsite, applying for a street use permit, reporting an abandoned vehicle, contacting an elected official, and applying for a cooling unit.
