No project construction activities are planned Friday July 3 or Saturday July 4 in observance of Independence Day. 

Current traffic impacts

1. Lusted Road (between Altman Road and west of Hosner Road) through July 15, 2026: Local access only closure with one-way eastbound traffic outside work hours. Through traffic will be detoured to Altman Road or Hosner Road. Residents within the work zone on Lusted Road will have access from the west. Access for emergency vehicles will be maintained.  
2. Lusted Road (just north of county line) through October 17, 2026: Closure during work hours with two-way traffic managed by temporary traffic signals outside work hours. During work hours, residents will be able to travel either north or south of the closure. Through traffic will be detoured to Dodge Park Boulevard and Cottrell Road. Access for emergency vehicles will be maintained.  

Controlled blasts during pipeline shaft excavation

Our contractors are using some scheduled, controlled blasts to excavate the pipeline shaft in the southeast corner of the filtration facility site. Each blast lasts a few seconds and noise and vibration during each blast is monitored. Safety measures are in place throughout the work and all controlled blasts have been within safety standards.   

Four controlled blasts have occurred. Two to four more are anticipated. Controlled blasts will be scheduled on weekdays between 9 a.m. and 4 p.m. and may be spaced over several weeks. Dates and times are subject to change depending on progress.

Other work happening the week of June 29

Staff will be at the project work sites during shift hours to perform various tasks. Work hours will be between 7 a.m. and 6 p.m., Monday through Saturday.  

Filtration facility site activities include: 

• Ongoing construction traffic traveling to and from the site, including bussing and vanpooling for more than 400 craftworkers
• Delivering equipment and materials to the site
• Pouring concrete for treatment process areas and buildings
• Installing structural steel and masonry walls for buildings
• Installing new water pipeline at the site for the next few months
• Excavating the raw water pipeline shaft at southeast corner of facility site
• Ongoing stormwater management and erosion control
• Lighting for safety and maintenance activities
• As needed street sweeping 

Raw water tunnel/pipeline site activities include: 

• Excavating two pipeline tunnels 
• Installing new water pipeline under Lusted Road, work includes equipment behind closure barriers 
• Ongoing stormwater management and erosion control
• Noise and vibration through summer

Finished water pipeline site activities include: 

• Delivering equipment and materials to the work sites, including staging materials behind barriers on Dodge Park Boulevard 
• Temporary paving on Lusted Road (Altman Road to intertie site)
• Ongoing stormwater management and erosion control
• As needed street sweeping 

Finished water intertie site activities include: 

• Intermittent concrete pours at intertie site over the coming weeks
• Increased construction traffic traveling to and from the site
• Ongoing stormwater management and erosion control

The Bull Run Filtration Project will remove Cryptosporidium and other contaminants from the Bull Run water supply, producing cleaner, safer water for the roughly 840,000 people who use our water today and for future generations. The project is required by the federal Safe Drinking Water Act and must be in operation by September 30, 2029, through a Bilateral Compliance Agreement with the Oregon Health Authority.
