Lusted Road (between Altman Road and west of Hosner Road) through July 15, 2026: Local access only closure with one-way eastbound traffic outside work hours. Through traffic will be detoured to Altman Road or Hosner Road. Residents within the work zone on Lusted Road will have access from the west.

Lusted Road (just north of county line) through July 15, 2026: Closure during work hours with two-way traffic managed by temporary traffic signals outside work hours. During work hours, residents will be able to travel either north or south of the closure. Through traffic will be detoured to Dodge Park Boulevard and Cottrell Road. Access for school buses and emergency vehicles will be maintained.

Altman Road (between Oxbow Drive and Pipeline Road) through June 26, 2026: Single-lane restriction with two-way flagging during work hours.
Controlled blasts during pipeline shaft excavation
Our contractors are using some controlled blasts during excavation of the pipeline shaft in the southeast corner of the filtration facility site. The controlled blasts will be used inside the shaft to help the excavation equipment get through a layer of Boring lava deep underground.
Controlled blasts will be scheduled on week days between the hours of 9 a.m. and 4 p.m. The activity may be spaced over several weeks. Safety will be a priority throughout. The noise and vibration from each blast will last a few seconds and will be monitored.

- May 29, 2026 (completed)
- June 11, 2026 between 9 a.m. and 4 p.m. (tentative)
Dates and times are subject to change depending on progress. Project neighbors can sign up for pre-blast notices at portland.gov/brtpnews.
Other work happening the week of June 8
Staff will be at the project work sites during shift hours to perform various tasks. Work hours will be between 7 a.m. and 6 p.m., Monday through Saturday.
Filtration facility site activities include:
- Ongoing construction traffic traveling to and from the site, including bussing and vanpooling for more than 300 craftworkers
- Delivering equipment and materials to the site
- Pouring concrete for treatment process areas and buildings
- Installing new water pipeline at the site for the next few months
- Excavating the raw water pipeline shaft at southeast corner of facility site
- Ongoing stormwater management and erosion control
- Lighting for safety and maintenance activities
- As needed street sweeping
Raw water tunnel/pipeline site activities include:
- Excavating two pipeline tunnels
- Installing new water pipeline under Lusted Road, work includes equipment behind closure barriers
- Ongoing stormwater management and erosion control
- Noise and vibration through summer
Finished water pipeline site activities include:
- Delivering equipment and materials to the work sites
- Preparing for temporary paving on Lusted Road (Altman Road to intertie site) in mid-June
- Filling a ditch along Altman Road (between Oxbow Drive and Pipeline Road) to prepare for pipeline work later this year
- Ongoing stormwater management and erosion control
- As needed street sweeping

Bull Run Filtration: coffee with the contractor
The Water Bureau will host an informal drop-in session where Bull Run Filtration Project neighbors can chat with representatives of the facility and pipeline construction teams, ask questions, and hear about recent progress and upcoming work. There is no presentation, so stop in anytime between 9 and 10:30 a.m.

The Bull Run Filtration Project will remove Cryptosporidium and other contaminants from the Bull Run water supply, producing cleaner, safer water for the roughly 900,000 people who use our water today and for future generations. The project is required by the federal Safe Drinking Water Act and must be in operation by September 30, 2029, through a Bilateral Compliance Agreement with the Oregon Health Authority.
