 Bull Run Treatment Projects Annual Report
The Water Bureau is making major investments in safer, more reliable drinking water that will benefit our communities for generations. Each year, we update City Council on the status of the Bull Run Treatment Projects and our progress toward regulatory compliance and a future-ready water system.

Highlights from this year’s annual report include:
- How our investment in improved corrosion treatment is reducing lead levels and protecting public health.
- The big strides we’ve taken in filtration construction with the help of hundreds of skilled trade workers.
- Our continued focus on carefully managing project costs and risks, including from the significant, multi-year land use permitting process.
- The tremendous benefits our communities will get from these projects once complete.

Filtration construction update
At the facility site, workers from nearly a dozen different trades are busy installing underground piping and electrical systems and pouring concrete for treatment basins and building floors.
Soon, they’ll add the first vertical concrete by pouring walls and columns inside the “clearwell.” The clearwell is where clean water will be stored below ground after making its way through the treatment steps. Like much of the treatment process, the clearwell will be hidden from view once the filtration facility is operating.
October has been a big month for pipeline construction. Workers just wrapped up two important pipe crossings. Because of this, we’ll be opening Dodge Park Boulevard to travelers starting November 1. So far, we’ve put in more than 4,000 feet of new 66-inch-diameter pipe that will help move clean water from the filtration facility to our existing water conduits.
This November, workers will begin using a special machine to dig the tunnels for two 72-inch-diameter water pipes. These pipes will carry untreated water up the hill to the filtration facility. Workers are also starting to put in new water pipes under Lusted Road near the county line, and along the right-of-way at the Altman Road and Lusted Road intersection.

- Upcoming pipeline and facility construction milestones
- Timing of planned traffic restrictions during pipe installation
- What the filtration facility site will look like when construction is complete

Bull Run Filtration: Coffee with the contractor
The Water Bureau will host an informal drop-in session where project neighbors can chat with representatives of the facility and pipeline construction teams, ask questions, and hear about recent progress and upcoming work. There won't be a formal presentation, so drop by any time between 9 and 10:30 pm.

To comply with federal Safe Drinking Water Act regulations, the Portland Water Bureau is planning a water filtration facility and related pipelines, and recently completed an improved corrosion control treatment facility. The Bull Run Treatment Projects will provide consistent, high-quality drinking water that meets today’s water quality standards, helps address aging infrastructure concerns and future risks and regulations, and improves system resilience to help keep our water safe and abundant for generations to come.
