Filtration Construction update
We’re putting people back to work and ramping project construction back up. Since receiving Multnomah County’s reapproval of the land use decision in June, we’ve been mobilizing people and equipment back to the project sites. We now have many skilled workers at the facility site working on concrete, piping, and other critical tasks. We expect to be back at pre-pause capacity within the next couple of weeks.
We have a lot of work to catch up on and will have some crews working Monday through Saturday. In August, we’ll start installing a water pipeline along the south shoulder of Dodge Park Boulevard to help connect the new filtration facility to our existing pipelines. Over the next few months, there will be traffic controls and equipment along the pipe route as crews dig sections of trench, lay the new pipeline in the ground, and then cover it up.

Bull Run Filtration project construction moving forward is good for public health
When the Multnomah County hearings officer gave approval for crews to resume work on the Bull Run Filtration project in late June, it was good news for public health.
“The Bull Run Filtration project is a critical investment in Portland’s future. With the Multnomah County hearings officer’s approval, we can move forward with this project that ensures the continued delivery of the safe, reliable water our community deserves,” said Interim Water Bureau Director Quisha Light. “This project protects public health, meets federal and state drinking water standards, and lays the foundation for a stronger, more resilient water system.”
The Bull Run Filtration facility will provide multiple barriers to microorganisms such as Cryptosporidium, Giardia, bacteria, and viruses often found in source water that can cause gastrointestinal illness. Additionally, filtration will remove organics in the water, significantly reducing cancer-causing disinfection byproducts regulated by the Environmental Protection Agency.
Filtration will also strengthen our water system’s resilience and improve our ability to deliver Bull Run water after major events like storms, landslides, or wildfires in the watershed. Reliable access to clean drinking water is essential for public health and critical services, especially hospitals, which need clean water to function.
Although delayed for several months during the comprehensive land use process, the filtration facility must be operational by September 2027 to comply with public health regulations.

A proactive approach to roadway safety
The Bull Run Filtration project team is not only committed to delivering clean, safe drinking water but also to maintaining the highest standards of safety on and around its construction sites. As construction-related traffic ramps up, a critical component of this commitment is a robust program dedicated to ensuring road safety.
Our contractor has employed a dedicated, full-time individual whose sole responsibility is to actively observe traffic and identify any driving violations along approved haul routes that could compromise safety. The project also benefits from the watchful eyes of inspectors and other project staff who are always on the lookout for potential hazards or unsafe driving behaviors while traveling through the area. When a violation is detected, a clear disciplinary action plan is swiftly implemented, ensuring accountability and deterring future infractions.
The project team also recognizes that there are other projects and trucks in the area. About the Bull Run Treatment Projects
To comply with federal Safe Drinking Water Act regulations, the Portland Water Bureau is planning a water filtration facility and related pipelines, and recently completed an improved corrosion control treatment facility. The Bull Run Treatment Projects will provide consistent, high-quality drinking water that meets today’s water quality standards, helps address aging infrastructure concerns and future risks and regulations, and improves system resilience to help keep our water safe and abundant for generations to come.
