On Monday, June 23, Multnomah County posted the hearings officer’s decision reapproving the earlier land use approval of the Portland Water Bureau’s drinking water filtration facility and pipelines in East Multnomah County. The decision is expected to be final when mailed to interested parties.
This decision means the City of Portland can restart construction as soon as possible. It ends costly delays for this project, which is critical for public health and the regional economy that depends on safe and reliable water.
 Traffic impacts

Lusted Road (between Hosner Road and Altman Road): Flagged two-way traffic while crews complete testing and install services for new Pleasant Home Water District water lines.
What to expect:
- Flaggers and temporary traffic controls to direct traffic
- Local and emergency access will be maintained
- Normal traffic flow outside shift hours
Other work happening the week of July 7
Staff will be at the project work sites during shift hours to perform various tasks. Work hours will be between 7 a.m. and 6 p.m., Monday through Saturday.
Filtration facility site activities include:
- Resume off-hauling both clean and contaminated soils to permitted locations using approved haul routes
- Resume delivering equipment and materials to the site, including large piping and materials for backfilling
- Remobilizing construction equipment and ensuring staged equipment is safe and ready to restart work
- Resume pipe and utility installations on site
- Resume installation of concrete formwork
- Begin overflow basin repairs
- Continue ongoing site stormwater management, including inspections, maintenance, and periodic material deliveries
- Continue ongoing erosion control management, including maintenance, monitoring, and site stabilization
- Continue ongoing site dewatering
- Continue ongoing equipment maintenance
- Return full work force to site including staff in construction trailers
- Continue ongoing 24/7 site security
Finished water pipeline site activities include:
- Survey work along Altman Road between Pipeline Road and Lusted Road
- Survey work along Lusted Road between Altman and the finished water intertie
- Ongoing stormwater management and erosion control
Finished water intertie site activities include:
- Remobilizing construction equipment
- Ongoing stormwater management and erosion control
Raw water tunnel/pipeline site activities include:
- Remobilizing construction equipment
- Ongoing stormwater management and erosion control
What’s coming up
- Clearing in the public right-of-way on the south side of Dodge Park Boulevard between Cottrell and Altman roads — estimated start July 12
- Single-lane closure on Altman Road between Pipeline Road and Lusted Road — estimated start July 29

The Bull Run Filtration Project will remove Cryptosporidium and other contaminants from the Bull Run water supply, producing cleaner, safer water for the one million people who use our water now and for future generations. The project is required by the federal Safe Drinking Water Act and must be in operation by September 30, 2027, through a bilateral compliance agreement with the Oregon Health Authority.
