On Monday, June 23, Multnomah County posted the hearings officer’s decision reapproving the earlier land use approval of the Portland Water Bureau’s drinking water filtration facility and pipelines in East Multnomah County. The decision is expected to be final when mailed to interested parties.
This decision means the City of Portland can restart construction as soon as possible. It ends costly delays for this project, which is critical for public health and the regional economy that depends on safe and reliable water.
Project benefits include:

Protecting public health with proven technology to remove Cryptosporidium and other contaminants that can make people sick, meeting mandatory state and federal requirements.

Safeguarding against wildfires, landslides, flooding, and other natural disasters so the City can safely serve Bull Run water during and after any of these events.

Providing earthquake resilience with facilities and pipelines built to the latest seismic standards to help ensure water will be available soon after a large earthquake.

Reducing cancer-causing disinfection byproducts by removing organic materials that lead to their formation.
Traffic impacts
No lane or road closures are expected from project activities through July 6.
Planned site activities through Monday June 30
Staff will be at the project work sites during shift hours to perform various tasks. Work hours will be between 7 a.m. and 6 p.m., Monday through Saturday.
Filtration facility site activities include:

Remobilizing construction equipment and ensuring they are safe and ready to restart work
- Overflow basin repairs to manage safety concerns.
- Ongoing site stormwater management, including inspections, maintenance, and periodic material deliveries
- Ongoing erosion control management, including maintenance, monitoring, and site stabilization
- Completing earthwork activities to shape, slope, and stabilize stockpiles and excavations
- Ongoing site dewatering to protect excavations
- Ongoing equipment maintenance

Accessing construction trailers to perform administrative work and site safety/security activities

Ongoing 24/7 site security
Finished water pipeline site activities include:
- Survey work along Altman Road between Pipeline Road and Lusted Road
- Survey work along Lusted Road between Altman and the finished water intertie
- Ongoing stormwater management and erosion control

The Bull Run Filtration Project will remove Cryptosporidium and other contaminants from the Bull Run water supply, producing cleaner, safer water for the one million people who use our water now and for future generations. The project is required by the federal Safe Drinking Water Act and must be in operation by September 30, 2027, through a bilateral compliance agreement with the Oregon Health Authority.
