Work is ongoing along parts of upper Lusted Road and Altman Road related to the Pleasant Home Water District (PHWD) water lines. Crews expect to complete work in the Altman Road/Lusted Road intersection early in the week, then start work on Altman Road moving north toward Oxbow Drive. On Lusted Road, they are installing services and hydrants, and testing the new water lines between the intertie and Altman Road intersection.
Work on Oxbow Drive will continue next week to explore the future tie in locations between the Water Bureau's existing and planned pipelines. Crews will then start similar work on Pipeline Road near the Altman Road intersection.
Temporary traffic controls include:
-
Oxbow Drive (at Altman Road intersection) single-lane closure: Single-lane closure with a temporary work zone safety barrier on Oxbow Drive restricting part of the westbound lane near the intersection with Altman Road. There will be flaggers or temporary traffic signals to manage two-way traffic flow through the intersection.
-
Lusted Road (between Hosner Road and Altman Road) single-lane closure during shift hours: Flagged one-way westbound traffic while crews work on the south side of Lusted Road. Eastbound traffic will be detoured to Oxbow Drive or Dodge Park Boulevard--school buses and farm traffic will be flagged through west to east during shift hours as needed. Normal traffic flow outside of shift hours. Crews may need to move back and forth between Altman Road and Lusted Road, but will only restrict traffic on one at a time.
-
Lusted Road/Altman Road intersection closure during shift hours 2/3-2/5: Through traffic will be detoured to Oxbow Drive or Dodge Park Boulevard--school buses and farm traffic will be flagged through as needed. Normal traffic flow outside of shift hours.
-
Altman Road (between Lusted Road and Oxbow Drive) single-lane closure during shift hours: Flagged one-way northbound traffic only while crews work on the west side of Altman Road. Southbound traffic will be detoured to Oxbow Drive--school buses and farm traffic will be flagged through north to south during shift hours as needed. Normal traffic flow outside of shift hours. Crews may need to move back and forth between Altman Road and Lusted Road, but will only restrict traffic on one at a time.
What to expect:
- Signage and temporary traffic controls to direct traffic
- Local and emergency access will be maintained
- Flaggers will prioritize school buses and farm traffic
Note: Temporary full closure of Pipeline Road (near the intersection with Altman Road) and Altman Road (between Pipeline Road and Oxbow Drive) during shift hours is expected February 10-15. Through traffic will be detoured. Local and emergency access will be maintained. Additional information will be shared as available.
Construction activity for week beginning February 3, 2025
Construction work hours will be between 7 a.m. and 6 p.m., Monday through Saturday. Deliveries and work to prepare or secure the sites for the day may occur outside of these hours.
Our goal is not to have any appreciable sediment leave the project site. If sediment is inadvertently tracked off-site, we will continue to use a street sweeper as necessary to clean the haul routes within the project study area.
Work at the filtration facility site includes:
- Off-hauling both clean and contaminated soils to permitted disposal locations using approved haul routes (Mon-Sat)
- Delivering equipment, large-diameter pipe, and other materials
- Installing sheet piles to create in-ground retaining walls (vibration and metal noise through mid-February)
- Ongoing concrete work, including pouring pipe encasements, deep sumps, and building slabs
- Ongoing installation of piping and some excavation and grading for various facilities
- Installing secant pile for pipeline portal in southeast corner of site and preparing to start excavation (vibration and metal noise through mid-February)
What to expect:
- 24-hour site security
- Increased traffic near the site
- Construction noise and vibration near the site
Work at the finished water pipeline site on Carpenter Lane includes:
- Excavating pipeline connection
- Completing work on pipeline shaft and caisson
What to expect:
- Increased traffic near the site
- Construction noise and vibration near the site
Work at the raw water pipeline/tunnel site on Lusted Road near the Clackamas/Multnomah county line includes:
- Installing structural supports and excavating pipeline portal
What to expect:
- Increased traffic near the site
- Flaggers for traffic safety when vehicles are entering and exiting the site
- Construction noise and vibration near the site
Work at the finished water intertie site on Lusted Road includes:
- Moving stockpiled soils to permitted locations
What to expect:
- Increased traffic near the site
- Flaggers for traffic safety when vehicles are entering and exiting the site
- Construction noise and vibration near the site
