 Work in the Lusted Road/Altman Road intersection to install new Pleasant Home Water District (PHWD) water lines is nearly complete. The intersection is expected to be closed Monday January 27 during shift hours while this work is finished.
Crews will also be working on service installation, testing and commissioning of the new PHWD water lines in Lusted Road between the intertie site and the Altman Road intersection. The traffic restrictions on Lusted Road between Hosner Road and Altman Road will continue for a few more weeks while this work is happening.
We also expect the westbound lane closure on Oxbow Drive near the Altman Road intersection to continue into February. There will be flaggers at the intersection to direct traffic starting Saturday, January 25.

Lusted Road (between Hosner Road and Altman Road) single-lane closure during shift hours for 2-3 weeks: Single-lane closure with flagged one-way westbound traffic while crews complete work on the south side of Lusted Road between the intertie site and the Altman Road intersection. Eastbound traffic will be detoured to Oxbow Drive or Dodge Park Boulevard--school buses and farm traffic will be flagged through west to east during shift hours as needed. Normal traffic flow outside of shift hours.

Oxbow Drive (at Altman Road intersection) single-lane closure for 2-3 weeks: Single-lane closure with a temporary work zone safety barrier on Oxbow Drive restricting part of the westbound lane near the intersection with Altman Road. There will be flagged two-way traffic through the intersection starting Saturday morning (1/25) to manage traffic flow.

Bluff Road/Cottrell Road-347th Avenue intersection single-lane closure for 1-3 days: Single-lane closure with flagged two-way traffic while crews complete pothole repairs at the intersection. Normal traffic flow outside of shift hours.
What to expect:
- Signage and temporary traffic controls to direct traffic
- Local and emergency access will be maintained
- Flaggers will prioritize school buses and farm traffic
Note: Temporary full closure of Pipeline Road near the intersection with Altman Road is expected February 3-7. Through traffic will be detoured. Local and emergency access will be maintained. Additional information will be shared as available.
Construction activity for week beginning January 27, 2025
Construction work hours will be between 7 a.m. and 6 p.m., Monday through Saturday. Deliveries and work to prepare or secure the sites for the day may occur outside of these hours.
Our goal is not to have any appreciable sediment leave the project site. If sediment is inadvertently tracked off-site, we will continue to use a street sweeper as necessary to clean the haul routes within the project study area.
Work at the filtration facility site includes:
- Off-hauling clean soils to permitted disposal locations using approved haul routes (Mon-Sat)
- Delivering equipment and materials, including large piping and materials for backfilling
- Installing sheet piles to create in-ground retaining walls (vibration and metal noise through mid-February)
- Ramping up concrete work and beginning to pour pipe encasements, deep sumps, and building slabs
- Ongoing installation of piping and some excavation and grading for various facilities
- Installing secant pile for pipeline portal in southeast corner of site and preparing to start excavation

- 24-hour site security
- Increased traffic near the site
- Construction noise and vibration near the site
- Street sweeper operating on Carpenter Lane
Work at the finished water pipeline site on Carpenter Lane includes:
- Excavating pipeline connection
- Completing work on pipeline shaft and caisson

Work at the raw water pipeline/tunnel site on Lusted Road near the Clackamas/Multnomah county line includes:
- Excavation work for the pipeline portal is expected to ramp back up the first week of February

- Construction noise and vibration near the site
- Note: there will be ongoing single-lane closures with flaggers/temporary traffic signals on Lusted Road near the county line in February

- Moving stockpiled soils

Bull Run Filtration: Coffee with the Contractor
The Water Bureau will host an informal drop-in session where project neighbors can talk with representatives of the facility and pipeline construction teams, ask questions, and hear about recent progress and upcoming work. There is no presentation, so stop in anytime between 9 and 10 a.m.
